This morning marks the opening of the 6th session of the 15th National Assembly.

Following the preparatory session, starting at 9:00 AM, the National Assembly will hear reports on: the results of socio -economic development in 2023 and the plan for 2024; a summary of opinions and recommendations from voters and the public; and the results of monitoring the resolution of voters' recommendations.

In the afternoon, the National Assembly heard reports on the implementation of the socio-economic development plan for the period 2021-2025; the economic restructuring plan for the period 2021-2025; the situation regarding the implementation of the state budget in 2023, and the budget estimates and allocation plan for the central budget in 2024.

The delegates also heard reports on the State Budget and Financial Plan 2024-2026; the National Financial Plan and public borrowing and debt repayment for the period 2021-2025; and a mid-term assessment of the implementation of the medium-term public investment plan for the period 2021-2025.

The 6th session will take place in two phases with a total working time of 22 days: Phase 1 lasts 15 days (October 23 - November 10), and Phase 2 lasts 7 days (November 20 - 28).

A notable item on the agenda of the session was the mid-term confidence vote for 44 positions elected and approved by the National Assembly. Positions elected and approved from January 1, 2023 (the year of the confidence vote) were not subject to the vote, including: President Vo Van Thuong, Deputy Prime Ministers Tran Hong Ha and Tran Luu Quang, Minister of Natural Resources and Environment Dang Quoc Khanh, and Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh.

It is expected that on the afternoon of January 24th, the National Assembly will vote to approve the list of individuals subject to a confidence vote, followed by discussions within the delegations. On the morning of October 25th, delegates will cast their votes of confidence by secret ballot, and the Vote Counting Committee will announce the results that same afternoon. Following this, the National Assembly will vote to approve a Resolution confirming the results of the confidence vote. This result will serve as the basis for evaluating whether these individuals have performed their duties well or not, and will lead to appropriate warnings or reprimands.

Besides the vote of confidence, the question-and-answer session at the National Assembly is also eagerly awaited by the people. At this session, the question-and-answer session will take place over three days, from November 6th to 8th. The National Assembly will also consider and approve nine draft laws, including the Land Law (amended); the Real Estate Business Law (amended); the Housing Law (amended); the Water Resources Law (amended); the Telecommunications Law (amended); the Law on Management and Protection of National Defense Works and Military Zones; the Law on Forces Participating in Protecting Security and Order at the Local Level; the Citizen Identification Law (amended); and the Law on Credit Institutions (amended).

In addition, delegates also considered and adopted a Resolution on piloting certain mechanisms and policies to remove obstacles stipulated in some laws related to investment in the construction of road transport infrastructure.

The National Assembly will give its initial opinion on eight draft laws: the amended Social Insurance Law; the amended Archives Law; the Law on National Defense, Security and Industrial Mobilization; the Road Law; the Law on Road Traffic Order and Safety; the amended Capital City Law; the amended Law on the Organization of People's Courts; and the Law amending and supplementing a number of articles of the Law on Auctioning Assets.
