The Ministry of Construction has just signed Decision No. 2166/QD-BXD, approving the investment project to expand the Ho Chi Minh City - Trung Luong - My Thuan Expressway under the PPP method, with a total investment of more than VND 36,000 billion. The project will start construction in the fourth quarter of 2025 and is expected to be completed and put into operation in 2028.
The project has a starting point (Km9+325) at Cho Dem intersection, in Tan Nhut commune, Ho Chi Minh City; the end point is at Km105+454 at the northern end of My Thuan 2 bridge, in An Huu commune, Dong Thap province. The total length of the project route is about 96.13 km, passing through Ho Chi Minh City, Tay Ninh province and Dong Thap province.
In particular, the Ho Chi Minh City - Trung Luong section has a completed phase scale according to the planning of 10 - 12 lanes (Cho Dem - Ring Road 4 section has a scale of 12 lanes; Ring Road 4 - Trung Luong section has a scale of 10 lanes), with investment in stages with a scale of 8 lanes, a design speed of 120 km/h. The Trung Luong - My Thuan section and the section from An Thai Trung intersection to the northern end of My Thuan 2 bridge will be fully invested with a scale of 6 lanes according to the approved planning, with a design speed of 100 km/h.

The project will invest in a synchronous smart traffic management system: build new, utilize and upgrade traffic management systems, non-stop electronic toll collection systems, vehicle load control works, ensure traffic control and management in accordance with the scale of investment in the route; meet the requirements of operating and exploiting the expressway; ensure synchronous and unified connection with neighboring routes.
The Project's rest stops are located at Km28+200 (Ho Chi Minh City - Trung Luong section) and at Km78+220 (Trung Luong - My Thuan section). Within the scope of the Project, there are 10 interchanges, of which 8 existing interchanges will be renovated and upgraded to suit the scale of the highway expansion; 2 interchanges will be added.
The Ho Chi Minh City - Trung Luong - My Thuan Expressway expansion project is being implemented as an urgent strategic solution to complete key infrastructure routes and completely resolve the serious overload situation, creating leverage for the development of the entire Mekong Delta region.
The consortium of investors appointed to implement the project is Deo Ca Group Joint Stock Company, Ho Chi Minh City Infrastructure Investment Joint Stock Company, Tasco Joint Stock Company, Hoang Long Construction Investment Corporation - JSC, CII Service and Investment One Member Co., Ltd.
The consortium of investors are enterprises with experience in the field of transport infrastructure, with enough capacity to implement this large-scale project, with high technical requirements and complex construction organization.
