In which, component project 1 (construction of the expressway) is being accelerated to complete and submit the feasibility study report for appraisal in mid-May; and complete approval by the end of May.
According to the plan, the BOT contract for the project will be signed in September 2025, construction will start in January 2026 and be completed and put into operation by the end of 2027. Currently, this project has 4 interested investors, including 2 foreign investors.
Component project 2 (construction of residential access road, overpass across the highway) is currently being coordinated by the units to explain the feasibility study report appraisal documents to the authorities. The project is expected to start construction in September 2025 and be put into operation in April 2027.
For component project 3 (compensation, support, resettlement through Ho Chi Minh City), the Ministry of Construction is coordinating with local authorities and functional units to update the map of the land acquisition area. The Compensation and Site Clearance Board of Cu Chi district will advise the district People's Committee to develop a plan, post it publicly, and hold a dialogue to collect opinions from affected people from May 10 to June 20.
It is expected that the work of approving compensation, support, resettlement plans, issuing land recovery decisions, and making payment (for phase 1 - agricultural land, residential land where people agree to hand over the site before the deadline) will be carried out in June 2025. The site handover will be carried out from July 2025 and the entire project site will be handed over in December 2025.
The Ho Chi Minh City - Moc Bai Expressway project has a total length of 51km.
In phase 1, the project is invested with a scale of 4 lanes, designed speed of 120km/h, total investment of more than 19,600 billion VND. Of which, the state capital is about 9,700 billion VND, accounting for more than 49% of the total investment.
