At the beginning of the conference, Prime Minister Pham Minh Chinh and delegates observed a minute of silence to commemorate the victims who died in the fire in Hanoi and the seven victims who died in flash floods in Lao Cai on the night of September 12 and early morning of September 13.
In his opening speech, Prime Minister Pham Minh Chinh stated that innovation and improving the operational efficiency of state-owned enterprises (SOEs) have received great attention from the Party and State and are identified as one of the key tasks of all levels and sectors in implementing socio-economic development.
State-owned enterprises hold a key position and are an important material force of the State economy, contributing significantly to stabilizing the macro-economy and promoting socio-economic development.
According to a report by the Ministry of Planning and Investment, the country has nearly 680 state-owned enterprises, of which 478 are 100% state-owned, accounting for nearly 6% of the total number of enterprises nationwide, and 198 are state-owned, accounting for nearly 2.4%.
State-owned enterprises hold a huge amount of assets of more than 3.8 million billion VND, of which the State invested nearly 1.7 million billion VND; 478 enterprises in which the State holds 100% of charter capital with a total capital of over 1.55 million billion VND, accounting for about 7% of total assets and 10% of equity, accounting for about 25.78% of total production and business capital and 23.4% of the value of fixed assets and long-term financial investments of all enterprises nationwide.
In the first 8 months of 2023, despite many fluctuations in the world and domestic economic situation, the economy still maintained the momentum of "better month after month, higher quarter after quarter" in many areas. This result was partly thanks to the contribution of SOEs. In order for SOEs to truly become "an important material force of the state economy" leading other economic sectors, at the conference, the Prime Minister asked delegates to evaluate the achievements and contributions of SOEs as well as the limitations of this business sector and propose solutions to overcome difficulties.
The Prime Minister emphasized that it is necessary to correctly and closely assess the current position and role of SOEs, thereby clarifying the goals of restructuring and reforming the SOE sector in accordance with the actual situation in Vietnam. This is also a task to serve the organization of a preliminary review and comprehensive assessment of the implementation of Resolution No. 12-NQ/TW in 2017 of the 12th Central Committee on continuing to restructure, innovate and improve the efficiency of state-owned enterprises, and report to competent authorities. The spirit is to strengthen the Party's leadership over SOEs.
In addition, promoting production, business and investment development of SOEs needs to contribute to further concretizing and implementing agreements reached between high-ranking leaders of Vietnam and countries and partners, including China and the United States, especially after the visits to China by General Secretary Nguyen Phu Trong at the end of 2022 and the recent visit to Vietnam by US President Joe Biden.
