The Ministry of Home Affairs has appraised and developed 34 dossiers of the Government's Project on the arrangement of commune-level administrative units (Us) in 2025 of 34 provinces and cities expected to be formed after the arrangement of provincial-level Us. To date, the Ministry of Home Affairs has submitted 34/34 dossiers of this Project to the Government.
Regarding the plan and roadmap for arranging and reorganizing cadres, civil servants, public employees, and workers after the reorganization of commune-level administrative units, the Ministry of Home Affairs said: The current district-level establishment will be transferred to arrange the establishment for the new commune-level administrative units after the reorganization. The current team of leaders and managers of the district-level political system will be studied to basically arrange them as the core at the new commune-level administrative units; it is possible to increase provincial-level cadres, civil servants, and public employees to the commune level.
In the immediate future, maintain the current number of staff, civil servants, and public employees at the district level and the existing staff and public employees at the commune level to arrange work at the new commune-level administrative units and review and streamline the staff in conjunction with restructuring and improving the quality of the team to meet task requirements, ensuring that within a period of 5 years, they will basically comply with Government regulations.
Based on practical conditions and standards, current capacity of district-level cadres, civil servants, and public employees and commune-level cadres and civil servants, the Standing Committee and the Provincial People's Committee shall consider and decide on the arrangement and assignment of cadres, civil servants, and public employees at the new commune level according to the decentralization of management authority. District-level and commune-level cadres, civil servants, and public employees, when assigned to leadership and management positions and titles of new commune-level administrative units, shall implement the allowance regime according to regulations.
End of activities of part-time workers at commune level. Resolution of regimes and policies for this subject is implemented according to instructions of competent authorities.
Also according to the Ministry of Home Affairs, the arrangement and consolidation of local government agencies and organizations when arranging administrative units must ensure the principle of unity and be associated with the arrangement of Party organizations, the Fatherland Front and socio-political organizations at the same level according to the guidance of competent authorities.
The organization of People's Councils and People's Committees at commune level in newly established commune-level administrative units after the reorganization shall comply with the provisions of the Law on Organization of Local Government 2025 (amended). Accordingly, the expected organizational structure of People's Councils at commune level shall establish 2 Committees: the Legal Committee and the Economic - Social Committee.
Regarding positions, titles and number of People's Council delegates, the People's Council at the commune level includes: Chairman, 1 Vice Chairman; Head and 1 Vice Head of the Legal Committee, the Economic - Social Committee; People's Council delegates of the administrative unit at the commune level. The arrangement of full-time positions of the People's Council at the commune level is implemented according to the provisions of the Law on Organization of Local Government 2025 (amended) and instructions of competent authorities.
The organizational structure of the People's Committee at the commune level includes: Chairman, 2 Vice Chairmen and members according to the provisions of the Law on Organization of Local Government 2025 (amended). The organization of specialized agencies and other administrative organizations under the People's Committee at the commune level is implemented according to the Government's regulations.
According to the Ministry of Home Affairs, through the current commune-level review, there are 10,035 administrative units (7,694 communes, 1,724 wards, 617 towns) nationwide, 63 provinces and cities have determined the number of commune-level administrative units that are being rearranged and not being rearranged as follows: There are a total of 9,907 commune-level administrative units that are being rearranged (7,570 communes, 1,720 wards and 617 towns). There are 128 commune-level administrative units (124 communes and 4 wards) that are not being rearranged (remaining the same) because they have met both standards on natural area and population size or have special factors (isolated location) according to the provisions of Resolution No. 76/2025/UBTVQH15. |
