Nam Dinh City is the administrative, political , economic, cultural and social center of the province, and is the core urban area of the Southern Red River Delta sub-region. Before expansion, the city had 25 commune-level administrative units (22 wards, 3 communes); an area of 46.41 km2; the total population of the city was 280,136 people. Nam Dinh City is now over 100 years old; besides the advantages, there are also many difficulties and shortcomings, especially in economic management, construction planning management, architecture, infrastructure management, population management, revenue development, ensuring public order, landscape and environmental protection. If not expanded, with the current rapid economic development and urbanization speed, Nam Dinh City will be constrained by the small and narrow city area, leading to fragmentation of development space. Many wards and communes are too small in scale, causing many difficulties and obstacles in planning, long-term planning, orientation of macro-economic and social development as well as planning and development of regions; local and central resources for socio-economic development are dispersed, especially in the condition that the Central Government is promoting decentralization, granting autonomy and self-responsibility to local authorities.
Breakthrough for socio -economic development
Resolution 1104/NQ-UBTVQH15 of the National Assembly Standing Committee "On the arrangement of district and commune-level administrative units in the 2023-2025 period of Nam Dinh province" issued at this time has a particularly important significance, Nam Dinh city is the unit that has just arranged and merged wards and communes; and merged My Loc district into the city to expand administrative boundaries. The staff is streamlined, selected, rearranged and assigned to suitable job positions, immediately meeting practical requirements, especially in areas under a lot of pressure such as: administrative procedure reform; handling public administrative services; digital transformation, building e-government; land management; urban order management; population management... Along with that, Nam Dinh city after the merger will have the conditions to expand development space, increase urban construction land area, create room for development and expansion for satellite cities, creating attraction for investors. Capital sources will be mobilized, focusing on investment in items in the planning to immediately meet the city's master plan for socio-economic development to 2030 and orientation to 2050.
The task set out is a "breakthrough" in order to quickly build and develop Nam Dinh city, which is to expand the administrative boundaries of Nam Dinh city, creating a breakthrough in urban space organization. Accordingly, the expanded Nam Dinh city has an area of 120.9 km2, including the entire administrative boundaries of Nam Dinh city and My Loc district; about 2.6 times larger than the current area. After the expansion, Nam Dinh city will have a new position and development trend, effectively exploiting the potential to build and develop the city in a modern, synchronous, civilized, environmentally friendly direction, with its own identity, sustainability, and an expanded urban space according to the plan. Solve the problems of the existing urban center, develop the city on both sides of the river with a commercial and service growth belt, create attraction and a counterbalance image to the existing urban area, create a new belt line connecting urban - service - industry, attract investment with smart, green technology.
Streamlining the apparatus to reserve resources for development
Streamlining the apparatus and administrative reform are urgent issues for the goal of building and developing Nam Dinh city into a modern urban area. This is the most difficult step, affecting the majority of cadres, civil servants, public employees, and workers. With the spirit of determination, drasticness, caution, impartiality, objectivity, openness, democracy, and science, Nam Dinh city has implemented the policy of merging My Loc district into Nam Dinh city and arranging and merging wards and communes to streamline the apparatus to ensure the organizational structure and reform administrative procedures, creating a breakthrough for the development of Nam Dinh city.
After the Nam Dinh City Party Committee (new) was established on the basis of merging the Nam Dinh City Party Committee and the My Loc District Party Committee, the Executive Committee, the Standing Committee, the People's Council, and the City People's Committee were quickly reorganized. The city had 25 wards and communes merged into 13 wards, of which 2 communes Nam Phong and Nam Van were decided to become wards. My Loc District had 11 communes and towns merged into 1 ward and 7 communes. Thus, after the reorganization and merger, the Nam Dinh City (new) reduced 15 communes and wards. The number of administrative units is 21 communes and wards. Along with that, in the political system, the Vietnam Fatherland Front and socio-political and socio-professional organizations were also quickly reorganized and established their apparatus in accordance with regulations. After September 1, 2024, the Party committees, authorities, and organizations from the city to the wards and communes in the reorganized and merged units were quickly reorganized and assigned tasks; Develop regulations and organize the implementation of tasks, without interrupting or affecting the management of socio-economic, national defense and security, and administrative procedures related to people and businesses.

Regarding the grassroots political system, the cadres of villages, hamlets, and residential groups have been streamlined after the arrangement and merger. The total number of villages, hamlets, and residential groups in Nam Dinh city before the arrangement and merger was 718 units (of which the city had 581, My Loc had 137), now there are 291 units, a decrease of 427 units of villages, hamlets, and residential groups. The non-professional cadres of villages, hamlets, and residential groups (Party cell secretaries, heads of the Front Working Committee, village, hamlet/residential group leaders) have been reduced from 2,154 to 873 people. Regarding grassroots party organizations: the hamlets and residential groups without Party cells or merged Party cells have been eliminated; the lack of mass organizations has been eliminated. Before the reorganization, the city had 718 residential groups, but only 485 of them had party cells (67.5%). After the reorganization and merger, the number of villages, hamlets, and residential groups was 291, including 280 party cells, reaching 96.2%. Leadership over the political system was strengthened from the city to the grassroots level. The reorganization and merger of all three levels of district, commune, and hamlet (residential group) was implemented synchronously in Nam Dinh city, contributing to streamlining the apparatus, reducing the number of non-professional workers, and at the same time creating favorable conditions for wards, communes, hamlets, and residential groups to focus on consolidating and building infrastructure, cultural and social institutions, and propagating, disseminating, and implementing the Party's guidelines and policies, and the State's policies and laws to all people.
New opportunities are opening up for Nam Dinh city after reorganization and merger.
Immediately after the arrangement and merger of administrative units, with the attention and direction of the province, Nam Dinh city quickly concretized and completed the establishment and adjustment of zoning plans and detailed plans according to the general planning of Nam Dinh city until 2040, with a vision to 2050. Publicized and organized the implementation of the Land Use Planning for the period 2021-2030. Deploy zoning plans to promptly implement projects to serve the needs of the city's socio-economic development and urban management.
Projects are being rapidly implemented with the goal of creating a breakthrough in socio-economic infrastructure development, enhancing connectivity between areas in the city, especially the connection between the areas on both sides of the Dao River; flexible connectivity between areas inside and outside the beltway, facilitating socio-economic development. Typical examples include: Tan Phong Bridge and the road connecting National Highway 10 - National Highway 21B, National Highway 38B from National Highway 10 to National Highway 1A in Nam Dinh province, the bridge across the Dao River connecting Song Hao Street to Vu Huu Loi Street; the southern axis road of the city from Vu Huu Loi Street to National Highway 21B, this is an important project, helping to connect the city with the new Nam Dinh - Lac Quan - New coastal road, becoming the main traffic route connecting the southern districts of the province, creating a driving force to promote urbanization development for the area south of the Dao River. In addition to completing the infrastructure of existing urban areas and resettlement areas such as: Hoa Vuong, Det May, Thong Nhat, Nam Song Dao, Bai Vien, Phuc Trong, Luu Huu Phuoc..., the city continues to develop satellite urban areas to reduce pressure on the central urban area such as: Nguyen Cong Tru, Luong The Vinh, Phu Oc, residential areas of Luong Xa, Van Diep... In addition, focusing on urban embellishment, completing construction of social infrastructure works such as: Festival center area of the Tran Dynasty historical - cultural relic site, Nam Dinh Provincial General Hospital with a scale of 700 beds, Hoa Binh Square, renovating inner-city roads, degraded roads, parks, regulating lakes, decorating traffic islands, renovating and building new kindergartens, primary schools, secondary schools... contributing to changing the appearance of the city.
In the investment and development orientation, the city is focusing on forming 3 development zones: the central urban development zone with the function of being the administrative, commercial and cultural center of the province; the urban development zone to the West and Northwest of the old My Loc district is the direction of developing comprehensive urban areas, including the main functions of urban population development, education, commercial services, industry and traffic hub transit, foreign goods of the city, residential areas, services serving industrial parks and industrial clusters; the urban development zone to the South and Southeast of the city (towards the communes of the city and Nam Truc district), along the beltway 1 and the new axis parallel to National Highway 21 going south will develop new commercial service urban areas, develop agricultural economy associated with experiential tourism, agricultural eco-tourism. Speed up the progress of investment projects in construction and development of traffic infrastructure to create synchronization and convenient connection between areas in the city and the national traffic infrastructure. Synchronously connect and exploit National Highways 21, 21B, 38B (connecting Hanoi and the northern provinces); National Highways 10, 38B (connecting with the southern provinces); National Highways 10, 21, 21B (connecting with Ninh Co Economic Zone, Hai Thinh coastal port). Complete the investment in construction of the southern central axis road of the city, the feeder roads along National Highway 10, the bridge over Dao River connecting from Song Hao Street to Vu Huu Loi Street, the southern axis road of the city from Vu Huu Loi Street to National Highway 21B to connect the city with the new Nam Dinh - Lac Quan - New coastal road, becoming the main traffic route connecting the southern districts, creating a driving force to promote urbanization development for the area south of Dao River.
New opportunities are opening up for the development of Nam Dinh city. With new determination and new spirit, the Party Committee, government and people of Nam Dinh city are seizing every opportunity, overcoming difficulties and challenges to achieve the goal: "Creating strong changes in socio-economic development; building a civilized, modern Nam Dinh city, associated with smart urban areas".
