On November 25, 2024, in response to the urgent need to converge all advantages and strengths to bring the country into a new era, an era of national growth, the 13th Party Central Committee Conference discussed and agreed on many important issues, including the strategy on streamlining the political system's apparatus and the task of summarizing and evaluating the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee; the policy of developing national energy infrastructure to meet the country's development requirements.
The guidelines are issued to disseminate and thoroughly understand, create high unity of thought and action throughout the Party and the political system, and consensus in society to effectively implement the summary of Resolution No. 18-NQ/TW, successfully implement the policy of innovation, streamline the organization of the political system, operate effectively and efficiently, and develop the national energy infrastructure to meet the requirements and tasks in the new period.
Promote the role, responsibility, and strong political determination of Party committees, authorities, the Fatherland Front , and organizations at all levels, first of all, leaders and heads in leading and directing the summary of Resolution No. 18-NQ/TW, implementing the policy of innovation, arrangement, and improvement of the organizational apparatus of the political system and the policy of developing national energy infrastructure.
At the same time, the propaganda to summarize Resolution No. 18-NQ/TW, implement the policy of innovation, reorganize the apparatus of the political system and develop the national energy infrastructure needs to closely follow the roadmap, leadership and orientation of the Central Committee to organize appropriate and effective forms, associated with the propaganda of the content of 07 strategic orientations to bring the country into a new era. Promote the role and effectiveness of propaganda work to participate in removing difficulties and shortcomings in the process of summarizing the resolution and implementing it; create a favorable atmosphere and trust among cadres, party members and people.
The Central Propaganda Department has issued Instruction No. 173-HD/BTGTW, disseminating the content of the summary of Resolution No. 18-NQ/TW and arranging the organization of the political system to be streamlined, operate effectively and efficiently, disseminating and thoroughly grasping the policies, viewpoints, purposes, requirements, summary contents, implementation progress, and responsibilities of Party committees, Party organizations, agencies, and units in implementing the summary of Resolution No. 18-NQ/TW.
At the same time, clarify the key tasks and solutions that need to be implemented, including: building and organizing the implementation throughout the political system of the overall model of the organizational apparatus of the Vietnamese political system to meet the requirements and tasks in the new revolutionary period. Proactively review and perfect the legal system to ensure consistency; review, amend and supplement the Party's policies and regulations for consistency; promptly adjust legal provisions, procedures and regulations in work in each field. Combine streamlining the organizational apparatus with restructuring the contingent of cadres with sufficient qualities and capacities equal to the tasks, reasonable staffing, and standardization of titles. Well implement the regime and policies for cadres, party members, civil servants, public employees and workers affected by the restructuring of the organization and apparatus.
Propaganda and clearly reflect the process of implementing the policy of streamlining the apparatus in the new situation; timely, objective and transparent information and propaganda on plans, schemes, regimes and policies to cadres, party members, civil servants, public employees and workers affected by the implementation of the arrangement and streamlining of the apparatus; focus on information and reflection on the work of inspection, supervision and handling of violations during the implementation process.
Propagating experiences in streamlining and streamlining the apparatus effectively and efficiently of agencies, units and localities nationwide. Reflecting the appropriate and responsible contributions of all classes of people, especially intellectuals, scientists . Encouraging and motivating each cadre, party member, civil servant and public employee to promote community responsibility and be ready to sacrifice personal interests for the common good.
Propagating and providing foreign information on the policies and determination of the Party and State of Vietnam in innovating, arranging, streamlining the organization of the political system, efficiency, effectiveness, and implementation of socio-economic development plans; thereby, promoting the image of an innovative and dynamic country, contributing to enhancing the country's position and prestige in the international arena; strengthening the trust of the international community, organizations, and foreign investors in the stable and transparent political and economic environment in Vietnam, creating a strong attraction for international cooperation and investment.
Timely fight and refute fake news and toxic news that negatively affect the policy and implementation process of innovation, reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently; strongly criticize subjective, local, conservative, and indecisive thoughts that cause delays; commend and replicate advanced examples and models of innovation, creativity, and efficiency.
Guide the content of propaganda on the development of national energy infrastructure, thoroughly grasp the Party and State's guidelines and viewpoints on the development of national energy infrastructure, the restart of the nuclear power program and the continued research on the Ninh Thuan nuclear power project. Clarify the importance, significance, purpose and requirements of the restart of the nuclear power program, in which, affirm that the development of national energy infrastructure is an important issue that must be taken one step ahead to promote socio-economic development, realize the country's development goals by 2030 and 2045. Therefore, the restart of research on the use of nuclear power is now very necessary, an important solution to develop national energy infrastructure; ensure energy security, help supplement the base power source, minimize environmental risks, ensure the stability of the power source. This issue has previously had a policy and initial implementation but due to certain difficulties it has not been implemented. Currently, all necessary conditions are in place to allow continued implementation to meet the requirements of national energy infrastructure development in the coming period.
Analyze and highlight the superiority of nuclear power compared to other energy sources (coal power, hydropower, solar power, wind power, etc.), especially its stability, low carbon emissions, environmental friendliness, flexibility in capacity adjustment, etc. and the advantages of developing nuclear power for national development. Affirm that developing nuclear power combined with renewable energy is the trend of many countries today; consistent with the commitments to reduce net emissions to zero (Net Zero) at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP26) and the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) that Vietnam has signed.
Analyze and clarify opportunities, advantages as well as difficulties and challenges in the process of restarting the nuclear power program; responsibilities of relevant levels, sectors, localities, agencies and units.
Disseminate international experience in nuclear power development; reflect the opinions of experts and scientists on the proposal to develop nuclear power in our country in the coming time./.
