Faced with the complicated situation of small leaf rollers in the 2025 rice crop area, on August 17, 2025, the People's Committee of Ninh Binh province issued Official Dispatch No. 06/CD-UBND requesting relevant departments, branches and sectors and Chairmen of People's Committees of communes and wards to focus on directing the prevention and control of small leaf rollers harmful to the 2025 rice crop.

According to the report of the Department of Agriculture and Environment, in the 2025 winter-spring crop, the whole province has planted over 127 thousand hectares of rice. Up to now, the rice area in the whole province has grown and developed well, the early season rice is at the stage of standing and forming panicles; the mid and late season rice is at the tillering and late tillering stages. Due to the impact of storm No. 3, many winter-spring rice areas in the province had to be sown and planted late, so the growth and development of the rice fields are quite different.

Currently, in the fields, the small leaf roller is emerging at a density many times higher than in the 2024 crop and the average of many years. The scale of damage is widespread in the rice fields of the province. The small leaf roller larvae bloomed from August 15 to August 23, with a common density of 300-500 larvae/m2; in high places, 700-1000 larvae/m2, and in some cases, over 2,000 larvae/m2 (Giao Thuy, Giao Hung, Giao Ninh, Xuan Phu, Hai Tien, Khanh Nhac, Yen Tu, Quang Thien communes, ...). If not sprayed in time, it will greatly affect the growth and development of rice.

In order to promptly control pests and ensure the success of the 2025 crop production, the Provincial People's Committee issued Official Dispatch No. 06/CD-UBND requesting: People's Committees of communes and wards to direct specialized departments and agricultural cooperatives to strengthen field inspections, closely monitor the development of small leaf rollers and the weather. Instruct people to urgently spray pesticides promptly, effectively, and concentratedly from August 18-23. For areas with high density of pests (over 500 insects/m²), after spraying for 3-5 days, it is necessary to re-check and spray a second time if the density is still over 50 insects/m². Mobilize the best conditions for prevention and control work, especially applying mechanized spraying measures using unmanned aerial vehicles.

Instruct people to use drugs such as: Incipio® 200SC, Clever 150SC, 300WG, Ammate® 150EC, Obaone 95WG, Divine 180SC... according to the manufacturer's dosage, giving priority to using specific drugs.

Coordinate with relevant sectors to inspect the business and use of fertilizers and pesticides to avoid price increases, counterfeit goods and poor quality goods. Increase propaganda on commune radio stations so that people can understand technical measures and implement them, avoiding subjectivity.

The Chairman of the Commune People's Committee is responsible to the Chairman of the Provincial People's Committee if the epidemic spreads due to subjectivity and lack of direction.

The Provincial People's Committee requested the Department of Agriculture and Environment to urgently establish working groups to inspect, urge, direct and guide the work of disease prevention and control. Timely detect and advise the Provincial People's Committee to criticize localities that are negligent and subjective in their direction.

Direct specialized agencies to coordinate with communes and wards to increase field inspections (including holidays) to provide timely guidance. Synthesize and report on local prevention results and propose directive measures (if necessary).
