After the merger, the bank ensures smooth payment.

Governor of the State Bank of Vietnam (SBV) Nguyen Thi Hong directed each officer and unit working after the merger to immediately start working to support credit institutions to operate seamlessly without blocking payment transactions of people using banking services.

On March 25, Governor Nguyen Thi Hong led a working delegation to work with the State Bank of Vietnam, Region 14 (including the provinces and cities of Can Tho, Hau Giang, Vinh Long, Soc Trang and Bac Lieu ) and the banking system in the Region.

Governor commends officials involved in streamlining apparatus

Governor Nguyen Thi Hong acknowledged the contributions of officials and leaders of the State Bank of Vietnam's provincial and municipal branches who actively participated in the streamlining of the apparatus.

Reminding officials, civil servants and public employees of the banking sector, the Governor emphasized that streamlining the apparatus is a need of the system to operate effectively and efficiently.

Accordingly, all activities of the banking sector are of a special nature, directly related to social life. Credit institutions must not allow stagnation in all banking transactions. In particular, the State Bank branches must be arranged together to "connect but not be blocked" in supporting credit institutions in providing banking services to users.

According to the State Bank of Vietnam, before March - when implementing the arrangement and organization of the banking sector, the national payment system had been tested twice and had been smooth so far, without affecting participating entities.

The Governor emphasized that while arranging and organizing the apparatus, each unit must still ensure a smooth payment system, because the payment sector is related to transactions of people using banking services and settlements of balance sheets of related units.

Reporting to the working delegation, Mr. Tran Quoc Ha - Acting Director of the State Bank of Vietnam, Region 14 Branch, said that all operations of the credit institution system in the area have stabilized immediately and Region 14 is one of the first units to operate smoothly in the banking system after the merger.

After merging the State Bank branches in 5 provinces and cities into Region 14, the network of credit institutions basically covers all districts, provinces and cities, ensuring the provision of banking services in the provinces and cities: Can Tho, Hau Giang , Vinh Long, Soc Trang and Bac Lieu.

In the area, there is currently a head office of Vietnam Thuong Tin Commercial Joint Stock Bank (Vietbank), 129 level 1 branches of credit institutions, 1 Cooperative Bank, 32 People's Credit Funds, 45 district/county branches of Agribank , 251 transaction offices, a branch of CEP micro-organization and 8 representative offices, 5 branches of the Social Policy Bank with 164 transaction points under the bank, 4 mobile transaction vehicles for customers.

With 940 ATMs and 13,312 POS machines of credit institutions, all are operating smoothly. ATM fund replenishment is done promptly, serving well the payment and cash withdrawal needs of customers.

Need guidance on handling problems soon

Commercial bank branches, People's Credit Funds, and credit institutions in the Region make recommendations to the Governor of the State Bank on issues related to mechanisms and policies and request the Regional State Bank to support the implementation of credit institutions' procedures with monetary management agencies in the region according to the new mechanism.

Representative of the State Bank of Vietnam, Region 14 Branch - Mr. Tran Quoc Ha, requested that the departments, bureaus of the State Bank of Vietnam and related units soon complete the professional instructions due to changes after the restructuring of the apparatus, creating conditions for the State Bank of Vietnam to stabilize its operations.

The Bank hopes that the People's Committees of the provinces and cities in the Region will continue to pay attention and direct the departments and branches. Accordingly, coordinate the implementation of monetary, credit and banking solutions in the area, creating favorable conditions for the operations of the Regional State Bank in particular and the banking sector in general.

Continue to effectively implement local socio-economic development programs such as the Project on restructuring the agricultural sector associated with building new rural areas; the Project on 1 million hectares of high-quality, low-emission rice; develop agricultural economy in line with the circular economic model, green growth and sustainable development, adapting to climate change; promote restructuring of the fisheries sector; promote disbursement of public investment capital, especially key projects and works...; coordinate to review and support the completion of legal documents, support and create favorable conditions for enterprises and cooperatives to improve their management and operational capacity, improve their financial capacity; speed up the progress and support organizations and individuals in the process of implementing procedures for granting land use right certificates and ownership of assets attached to land...

The Association, the industry, continues to strengthen coordination with the Regional State Bank and credit institutions to promptly inform the members of the association about mechanisms, policies, banking products and services. Thereby, grasping difficulties and obstacles to promptly coordinate and resolve them and also act as a bridge connecting information between banks and enterprises, organizations, and individuals with feasible projects and business production plans for consideration, creating conditions for access to bank credit.

Representatives of the State Bank of Vietnam, Region 14, strengthen guidance and inspection of credit institution branches in implementing policies and directions of the Government and the State Bank of Vietnam on credit, interest rates and banking activities, and develop preferential banking credit products suitable for each customer group and each sector. At the same time, encourage the role of messengers and connectors between entities in supplying products and goods to the market.
