According to the resolution passed, the project, proposed by the Quang Tri Provincial Land Development Center, has a total area of approximately 167.47 hectares; of which the area of forest proposed for conversion to other uses is over 158.6 hectares, including over 148 hectares of natural forest and over 10 hectares of planted forest.

The forest area is located within the boundaries of Bo Trach, Thuong Trach, and Truong Son communes, comprising 17 plots across 7 forestry sub-zones. Of this, over 47 hectares are protection forests, over 109 hectares are production forests, and a portion of the area is outside the forestry planning zone.

The People's Committee of Quang Tri province has also approved the planning task for the zoning of the Eco-tourism, Sports , Entertainment and Residential Complex in the Thac Chuoi Lake and Viet Trung Farm area, at a scale of 1/2000.

According to the planning guidelines, the study area covers approximately 5,300 hectares, spanning across the communes of Bo Trach and Nam Trach, with a planning period extending to 2050.

The most notable highlight of the project is the cable car line connecting Thac Chuoi irrigation lake to U Bo peak – considered the "green roof" of southern Quang Tri, with a cool climate year-round thanks to its altitude and characteristic primeval forest ecosystem.

According to the initial planning concept, the cable car station would be located in the Thac Chuoi Lake area, then traversing through the forests to reach the summit of U Bo. From there, the cable car system and planned sightseeing routes would branch out into many areas connecting with the ecological zones of Phong Nha - Ke Bang National Park.

The project is envisioned as a multi-functional complex encompassing ecotourism , high-end resorts, sports and recreation, entertainment, and residential and service areas. Local authorities expect it to become a new tourism growth hub, attracting both domestic and international visitors.

In the decision approving the planning task, the Quang Tri Provincial People's Committee clearly stated the objective of forming a driving force for economic and tourism development in a comprehensive, modern, and high-quality manner; while simultaneously creating jobs, increasing income, and ensuring sustainable livelihoods for local people.

The project also raises many issues related to the protection of natural forest ecosystems, as a large portion of the proposed conversion area is natural forest located near the core zone of the natural heritage site.

In its planning documents, Quang Tri province requires that development must ensure the preservation and enhancement of distinctive landscape elements such as forests, water bodies, and natural topography; while simultaneously building a synchronous technical infrastructure system and minimizing the impact on the ecological environment.

According to the plan, the planning process should not take more than 9 months from the time the consulting firm is selected until it is submitted for appraisal.
