Implementing the direction of the Politburo and the Secretariat in Conclusion No. 183-KL/TW and the opinion of the Government Party Committee, the Ministry of Home Affairs has researched and proposed to develop support policies for a number of specific groups of subjects directly affected by the reorganization of the apparatus and administrative units at all levels.
According to the Ministry of Home Affairs, the group of cadres, civil servants, public employees and workers who have worked for 15 years or more in arduous, toxic or dangerous jobs or have worked for 15 years or more in areas with particularly difficult socio -economic conditions and have reached retirement age; cadres at commune level or higher who are enjoying pensions, disability benefits, and sick soldiers benefits when identified as subjects affected by the reorganization of the apparatus and administrative units, need to consider appropriate subsidy policies.
Because if there is no arrangement of the administrative apparatus and units, these subjects will continue to work until retirement age under normal conditions or work until the end of the election term and continue to be re-elected according to the personnel plan of the competent authority.
The second group is workers working at Associations assigned by the Party and the State at the provincial and district levels in the past. At Associations assigned by the Party and the State at the provincial and district levels, in addition to the staff assigned by competent authorities, localities have assigned contract labor quotas at these Associations. When implementing the model of organizing a 2-level local government, they are identified as subjects directly affected by the arrangement of administrative units, so it is necessary to consider appropriate subsidy policies.
Similarly, for full-time union officials working under a labor contract regime (receiving salaries and allowances from the union budget), at union organizations, in addition to the payroll assigned by competent authorities, localities and organizations have assigned labor contract quotas for full-time union officials. When implementing the model of organizing a 2-level local government, they are identified as subjects directly affected by the arrangement of administrative units, so it is necessary to consider appropriate subsidy policies.
Therefore, to ensure the correlation between the subjects affected by the reorganization of the apparatus and administrative units at all levels, it is necessary to submit to the Government a Resolution on policies and regimes for cadres, civil servants, public employees and workers affected by the reorganization of the apparatus and administrative units at all levels according to Conclusion No. 183-KL/TW.
Currently, the Ministry of Home Affairs has drafted and consulted with local ministries and branches to submit to the Government for promulgation of a Government Resolution on policies and regimes for cadres, civil servants, public employees and workers affected by the implementation of organizational restructuring of administrative apparatus and units at all levels according to Conclusion No. 183-KL/TW of the Politburo and Secretariat.
The research on additional support policies for the above-mentioned special groups of subjects is being carried out by the Ministry of Home Affairs in parallel with the work of guiding and urging ministries, branches and localities to urgently review, make a list and resolve the regime according to Decree 178.
Accordingly, on August 13, the Ministry of Home Affairs issued Official Dispatch No. 6383/BNV-TCBC to central and local agencies on implementing Conclusion No. 183-KL/TW of the Politburo and Secretariat.
Specifically, the Ministry of Home Affairs requested ministries, departments, branches and localities to strictly implement the direction of the Politburo and the Secretariat in Conclusion No. 183-KL/TW and the opinion of the Government Party Committee in Official Dispatch No. 322-CV/DU, focusing on reviewing and screening subjects affected by the organizational restructuring, making a list and issuing decisions on resignation for cadres, civil servants, public employees, workers and armed forces under the management authority according to Decree No. 178/2024/ND-CP (amended and supplemented in Decree No. 67/2025/ND-CP) before August 31, 2025, the latest time to resign to enjoy policies and regimes is September 1, 2025; after this time, it will end.
For cases in which competent authorities have issued decisions (decisions on early retirement, decisions on termination of employment) before August 1, 2025 to determine the subjects who will retire according to the roadmap until December 31, 2025, they will continue to enjoy policies and regimes according to regulations.
The Ministry of Home Affairs requests that ministries, departments, branches and localities promptly arrange funding and thoroughly resolve the payment of policies and regimes for beneficiaries, ensuring completion before August 31, 2025; in case of difficulties or problems related to funding sources, please consult the Ministry of Finance for guidance or report to competent authorities for consideration and decision.
