GD&TĐ - Before the 2025-2026 school year, the Politburo plans to issue a Resolution on educational innovation, with the scope of regulation from preschool education and above.

The information was shared by Permanent Deputy Prime Minister Nguyen Hoa Binh at a working session with Hanoi National University on the afternoon of August 20. Also attending was Deputy Minister of Education and Training Le Tan Dung.

The working session discussed the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently (Resolution 18); Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation (Resolution 57).

Focus on 4 pillars

Reporting on the implementation of Resolution No. 18, Mr. Nguyen Hieu - Permanent Deputy Director of Hanoi National University said that the unit has basically completed the arrangement and streamlining of member units and affiliated units, reducing from 36 to 25 affiliated units, reaching a rate of 30.5%.

Regarding Resolution No. 57, Mr. Nguyen Hieu affirmed that Hanoi National University has implemented it vigorously from the Board of Directors to the Advisory Boards, member units and affiliated units.

The action program of Hanoi National University was issued focusing on 4 main pillars. Specifically, the 2 output pillars are: First, promoting scientific, technological and innovative products at Hanoi National University, linked to strategic technology and industrial sectors, increasing value, and directly contributing to socio-economic development.

Second, strongly develop an innovation ecosystem associated with enterprises, increase revenue from services and transfer of science and technology, attract private sector investment in science, technology and innovation.

The two input pillars are: One is a breakthrough policy to develop high-quality human resources. Two is to promote comprehensive digital transformation, cut administrative procedures, improve effectiveness, efficiency and efficiency in university governance at Hanoi National University.

Speaking at the meeting, Deputy Minister of Education and Training Le Tan Dung assessed that innovation and streamlining the apparatus is difficult, but Hanoi National University has implemented it methodically, scientifically, with high consensus. This clearly demonstrates the determination and strong direction of Hanoi National University.

Regarding Resolution 57, the Deputy Minister said that Hanoi National University has developed an action program based on 4 pillars: 2 inputs and 2 outputs. At the same time, the cooperation model in the direction of "3 houses" (school - scientist - business) has been initially formed, creating a foundation for connecting training, research and practice.

Regarding upcoming tasks, Deputy Minister Le Tan Dung requested that Hanoi National University continue to closely follow assigned tasks, while at the same time evaluating and reviewing the organizational structure and arranging the apparatus appropriately to ensure efficiency.

In particular, the Deputy Minister emphasized: along with implementing Resolution 57, Hanoi National University needs to strongly spread the spirit of scientific and technological research, considering this a key driving force to affirm its position and contribute to the country's development.

There will be a new resolution on educational innovation.

Speaking at the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh acknowledged that Hanoi National University has seriously and effectively implemented Resolution No. 18 and Resolution No. 57.

There are difficult and important tasks that the 2 Resolutions set out, but Hanoi National University has implemented them, achieving important results, in accordance with the direction and orientation of the Central Government.

In implementing Resolution No. 18, Hanoi National University has focused on streamlining and effectively arranging the apparatus and internal organizations, achieving the requirement of a 30% reduction. According to the Deputy Prime Minister, not simply mechanically arranging and cutting units, but in addition to streamlining the organization, Hanoi National University has implemented new models; including organizing specialized research institutes, arranging to ensure that it meets the requirements of being compact but very sophisticated.

Research labs, research institutes, and research departments have been established very systematically, focusing on new fields following the world's development trends such as chips, semiconductors, AI, and some fields are even ahead of the curve to keep up with the trends of the times such as quantum technology - a field that many technologically advanced countries in the world are striving towards.

Besides, Hanoi National University has accomplished many important tasks in closely combining training tasks with practice, practice and the labor market.

This is demonstrated through the increasing number of orders from businesses to Hanoi National University. These orders include research products, scientific and technological research projects; orders for recruiting students after graduation...

The Politburo will soon issue a new Resolution on national education reform. Deputy Prime Minister Nguyen Hoa Binh said that if there are no changes, this Resolution will be issued before the new school year 2025-2026, with the scope of adjustment from preschool education level and above.

The Resolution has many new and breakthrough policies and guidelines on education and training, including granting great autonomy to schools and major innovations in work and teaching and learning methods.

Deputy Prime Minister Nguyen Hoa Binh hopes that, in addition to education and training in knowledge and professional skills, Hanoi National University needs to pay special attention to education on ethics, human personality, and social responsibility for students; each cadre and lecturer of the school must truly be a shining example for students and trainees to learn from and follow.

The Deputy Prime Minister hopes that Hanoi National University, together with the whole country, will enter a new era with a favorable mindset, meeting the expectations of the Politburo, becoming one of the leading universities of the country and the region, and among the top 200 universities in the world in the near future.
