There will be more new transport projects in Bac Ninh

(Chinhphu.vn) - On September 13, the Ministry of Construction will report to the Government on the Draft Law on Urban and Rural Planning Amendments to submit to the National Assembly in the next session for approval so that localities will soon have a basis to implement planning in their localities after the merger.

On the afternoon of September 12, Minister of Construction Tran Hong Minh had a working session with the Provincial Party Committee and People's Committee of Bac Ninh province on resolving difficulties in planning and developing traffic infrastructure.

Reporting to Minister Tran Hong Minh, the leader of the Bac Ninh Provincial People's Committee said: After the merger, the province has been planned to become a centrally-run city by 2030. However, related planning work still faces many difficulties.

Roads do not meet the travel and development needs of the locality.

Bac Ninh province is also facing difficulties in urban zoning planning to determine projects serving the investment in the construction of Gia Binh International Airport, the route connecting Gia Binh Airport with Hanoi Capital, and major functions serving the airport. The reason is that the general urban planning has not been organized and approved, so it is difficult to determine planning indicators and the application of standards and regulations. At the same time, Bac Ninh also faces difficulties in determining the planning period (zoning planning specifies planning indicators according to the period of the general urban planning).

Currently, Bac Ninh province is striving to become a class I urban area, a centrally-run city before 2030, but there is no resolution on urban classification, law amending and supplementing a number of articles of the law on urban and rural planning for localities to use as a basis for implementation.

Local authorities also said that the Hanoi - Bac Giang expressway has been invested in a system of service roads on both sides, but it has not reached a synchronous scale and is not continuous. The section from Hanoi to Nhu Nguyet bridge requires motorbikes and motorbikes to travel on the expressway. The section from Nhu Nguyet bridge to the intersection with National Highway 31, about 14km long, has been designed with underpasses for people with very small openings of 2.5m + 3.0m, so traffic jams often occur.

National Highways 279 and 31 passing through Bac Ninh province have difficult terrain, with many sections reaching the scale of grade IV mountainous roads, unable to meet the travel needs of the people and the requirements for local socio-economic development, especially the consumption of lychees and agricultural products in Luc Nam, Luc Ngan and Son Dong.

Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan informed about the difficulties and obstacles in implementing traffic projects in the area.

The Ring Road V - Capital Expressway (CT.39) is identified in the road network planning for the period 2021 - 2030, with a vision to 2050, and plays a very important role in the socio-economic development of Bac Ninh province and the areas the route passes through. However, the road infrastructure planning for the period 2021 - 2030, with a vision to 2050, has not yet been approved as a basis for implementing the project's investment and construction.

Proposing the Ministry of Construction to remove many difficulties

From the above difficulties and problems, the People's Committee of Bac Ninh province requested the Minister of Construction to agree to let the People's Committee of Bac Ninh province report to the Prime Minister for permission to establish a master plan for Bac Ninh urban area until 2050, with a vision to 2075. The Ministry of Construction should soon direct specialized agencies to research and give opinions on the planning to ensure the progress of the Gia Binh International Airport project and related projects under the direction of the Party and State leaders.

The province proposes that the Minister agree to allow the People's Committee of Bac Ninh province to allow localities to implement the general planning of communes in parallel; establish new and adjust zoning plans with the process of establishing, submitting for appraisal and approval of the general planning of Bac Ninh urban area (will be submitted for approval after the general planning of urban area is approved). Soon submit to the Government to advise the National Assembly to issue a resolution on urban classification; law amending and supplementing a number of articles of the law on urban and rural planning for localities to implement. Select Bac Ninh province as the locality to pilot the digitization of the database on urban development in the coming period.

Consider and implement investment in key routes to connect provinces bordering Bac Ninh such as Ring Road V - Capital Region (CT.39) connecting Thai Nguyen province; National Highway 31 section from Km42 - Km99, National Highway 279 section from Km37 - Km93 connecting Lang Son province.

Directing the Hanoi - Bac Giang BOT Investment Joint Stock Company to speed up the progress of synchronous investment in the project to upgrade and expand the Hanoi - Bac Giang expressway in the period of 2026 - 2030...

Minister of Construction Tran Hong Minh urged the construction of the underpass and the residential road of the Hanoi - Bac Giang expressway through Nenh ward, Bac Ninh to be completed by December 19.

Agreeing with the proposals of Bac Ninh province on investing in some traffic routes in the area, Deputy Minister of Construction Le Anh Tuan said that the investment in Ring Road V will be assigned to the province to invest in the 57km section passing through the area. Other national highways such as 31 and 279 have also been decentralized to the province for management, the province needs to proactively propose investment and implementation to meet the travel needs of the people.

Regarding the province's proposals, Minister Tran Hong Minh said: Tomorrow morning (September 13), the Ministry will report to the Government on rural planning. It is expected that in the next session of the National Assembly, draft laws related to planning and urban areas will be passed for localities to implement.

Regarding the proposal to select Bac Ninh province to pilot urban digitalization, Minister Tran Hong Minh said that Bac Ninh should focus on implementing digital government and vigorously deploy it throughout the province in accordance with the spirit of the resolution approved by the Government.

Agreeing with the policy of building the Ring Road V section through Bac Ninh, Minister Tran Hong Minh requested Bac Ninh to soon complete investment procedures using the province's capital.

Regarding the renovation and upgrading of national highways in the area, the Ministry of Construction has handed over all to local management, so the Minister requested the province to implement it soon. The Minister also noted that Bac Ninh needs to invest synchronously, sustainably, and long-term, avoiding the situation where new investments and upgrades do not meet the needs of the people.

The Minister of Construction also requested the People's Committee of Bac Ninh province and the Hanoi - Bac Giang BOT Investment Joint Stock Company to coordinate in expanding the Hanoi - Bac Giang expressway under the BOT form. The People's Committee of Bac Ninh province will soon invest in upgrading the service roads on both sides of the expressway into urban roads, completely solving traffic congestion in industrial zones.

Previously, Minister Tran Hong Minh surveyed the underpass and the residential road through Nenh ward, Bac Ninh and the Xuong Giang bridge expansion project on the Hanoi - Bac Giang expressway. The Minister requested the contractor to mobilize more machinery and human resources, speed up construction to complete and inaugurate the Xuong Giang bridge expansion project on December 19.
