ANTD.VN - Traffic Construction Corporation 5 and Cienco5 Real Estate Development Joint Stock Company have requested to extend the implementation period of the Thanh Ha A - Cienco5 urban area project ( Hanoi ) until the end of October 2026 to complete the remaining procedures.
The Hanoi Department of Planning and Investment has sent a document to a series of departments, branches and units regarding the appraisal of the dossier adjusting the investment policy for the Thanh Ha A - Cienco5 new urban area construction investment project in Ha Dong district and Thanh Oai district (Hanoi).
Accordingly, the Department of Planning and Investment requested the Department of Planning and Architecture to appraise the contents of the project's conformity with the plans approved by competent authorities.
The Department of Finance is requested to appraise the financial capacity of the Traffic Construction Corporation 5 and Cienco5 Real Estate Development Joint Stock Company, the equity and the ability to use equity to implement the project according to regulations, the progress of investment capital implementation. At the same time, evaluate the capital contribution and capital mobilization to implement the project.
The Department of Natural Resources and Environment shall inspect and evaluate compliance with regulations on land management during project implementation, the investor's fulfillment of financial obligations to the State, relevant organizations and individuals; as well as compliance with legal regulations on environmental protection during the project investment and construction process; and propose the investor to continue implementing the project.

In addition, the Department of Planning and Investment requested the Department of Construction to evaluate the content, scale, and investment progress of the project according to current housing and construction laws, and at the same time make proposals on continuing to implement the project.
The City Tax Department is requested to give its opinion on the implementation and performance of financial obligations regarding land and other related financial obligations of the project as prescribed. In particular, it is necessary to provide information on tax debts to the State.
The City Inspectorate gave its opinion on the results of reviewing contents related to planning, construction investment, land, and construction order according to the direction of the City People's Committee in the announcement in 2020.
In addition, the City Social Insurance, People's Committees of Ha Dong and Thanh Oai districts were also asked to give their opinions.
Previously, in July, the Hanoi People's Committee agreed in principle to continue implementing investment projects: Thanh Ha A, Thanh Ha B urban areas and My Hung urban area so that investors can complete the procedures for adjusting planning and completing the contents of handling violations of construction order in Thanh Ha urban area as a basis for considering adjusting the investment policy of the projects according to regulations.
Thanh Ha urban area includes Thanh Ha A urban area (about 195.5ha), Thanh Ha B urban area (about 193.2ha), My Hung urban area (182ha) which is the land fund to pay for the southern axis road project of Ha Tay province (formerly).
Thanh Ha urban area project was previously permitted for investment under the new urban area regulations in Decree 02 of 2006 of the Government , has completed site clearance of part of the area, has been allocated land, is implementing investment in technical infrastructure, low-rise housing projects and social infrastructure projects.

The Hanoi People's Committee has also issued notices assigning the Department of Construction to preside over and coordinate with relevant departments, branches and units to review and take measures to thoroughly handle violations of construction order and propose reports to the City People's Committee on matters beyond its authority.
