
The Ministry of Home Affairs has provided information on the progress of building a new salary table according to job position.
Accordingly, in Conclusion No. 83 (on salary reform; adjustment of pensions, social insurance benefits, preferential benefits for meritorious people and social benefits from July 1, 2024), the Politburo assigned the Central Economic Committee (now the Central Policy and Strategy Committee) to preside over the preliminary review of the implementation of Resolution No. 27 of the 7th Central Conference, term XII (on reforming salary policy for cadres, civil servants, public employees, armed forces and employees in enterprises).
In particular, the Central Policy and Strategy Committee needs to coordinate with the Party Committee of the Ministry of Home Affairs and relevant ministries, branches and sectors to study and evaluate the suitability and feasibility and propose the implementation of 5 new salary scales and 9 new allowance regimes of the public sector to submit to the Central Committee for consideration after 2026 when the Politburo issues and implements the system of job position lists in the political system.
According to Resolution No. 27, when implementing salary reform, 5 new salary tables will be built according to job positions, titles and leadership positions to replace the current salary table system; convert old salary to new salary, ensuring that it is not lower than current salary, including:
Salary table 1: Salary table for positions applies to cadres, civil servants, and public employees holding leadership positions (elected and appointed) in the political system from the central to communal level.
Salary table 2 : Professional and technical salary table according to civil servant ranks and professional titles of civil servants applied generally to civil servants and public employees who do not hold leadership positions.
Salary table 3: Salary table for military officers, police officers and non-commissioned officers (according to position, title and military rank or grade).
Salary table 4: Salary table for professional soldiers and technical police officers.
Salary table 5: Salary table for defense workers and police workers (in which the salary correlation between armed forces and administrative civil servants is maintained as at present).
Resolution No. 27 also clearly states that there are 9 types of allowances under the new salary regime, including: concurrent allowance; seniority allowance exceeding the framework; regional allowance; job responsibility allowance; mobility allowance; preferential allowance according to occupation; allowance for working in areas with particularly difficult socio-economic conditions; allowances according to administrative unit classification and according to public service unit classification; allowances applied specifically to the armed forces.
Regarding the increase in basic salary in 2025 and ensuring benefits for cadres, civil servants and public employees who continue to work, the Ministry of Home Affairs said that 2025 is the final year to implement the socio-economic development plan and the 5-year financial plan 2021 - 2025.
"However, in the context of many socio-economic fluctuations in the country and the world, state budget revenue is forecast to face many difficulties. Therefore, in 2025, there is no basis to consider continuing to adjust salaries for cadres, civil servants, public employees and other policies," the Ministry of Home Affairs informed.
