On September 28, Prime Minister Pham Minh Chinh chaired an online conference to review, evaluate and draw lessons from the work of preventing, combating and overcoming the consequences of storm No. 3; propose solutions to restore production and business, stabilize people's lives and promote economic development. Attending the conference at the Quang Ninh bridge were comrades: Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee; Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and leaders of departments and branches of the province.

Storm No. 3 (Yagi) is a historic storm with very strong intensity, great destruction and heavy rain in 26 provinces and cities in the Northern region, leaving very serious consequences for people and property, negatively affecting production, business and people's livelihoods. Under the close, timely and drastic leadership of the Central Government; the participation of the entire political system; strongly promoting the spirit of self-reliance of enterprises, people affected by natural disasters have focused on overcoming the consequences of natural disasters, quickly stabilizing their lives and restoring production.
At the conference, ministries, branches and localities participated in speaking about the damage caused by storm No. 3, the limitations, lessons learned, and at the same time gave opinions on solutions to quickly stabilize the situation, support people, promote production and business recovery, actively promote economic growth, control inflation well, and contribute to the implementation of goals and tasks of 2024.

Reporting on the damage and recovery work after the storm, Mr. Cao Tuong Huy, Chairman of the Provincial People's Committee, emphasized that in order to speed up the recovery progress after the storm, the province has declared an emergency situation on natural disasters for each specific incident; issued policies to support tuition fees for students, support families whose houses collapsed; and partially supported the cost of salvaging watercraft. In particular, the province has restructured spending tasks, saved expenses, and reserved about 1,000 billion VND to carry out the work of overcoming damage, stabilizing lives, and restoring production. A working group has been established to develop a project to restore and rebuild the economy after the storm, headed by the Chairman of the Provincial People's Committee; and a working group has been established to develop policies to support and overcome the consequences of the storm. The province has also worked with businesses, production and business establishments, and banks to discuss solutions to overcome difficulties, determined to ensure the growth target in 2024 reaches double digits.
Quang Ninh Province proposed to quickly amend a number of Decrees related to disaster support and loan support, in the direction of increasing the level and adding more subjects to receive support and loans due to natural disasters, including new loans without collateral. It is proposed to have a policy to support businesses in part of the cost of salvaging sunken watercraft. Ministries and branches should study, review, supplement and adjust technical standards for infrastructure works to meet current climate change conditions.

Concluding the conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the efforts of ministries, sectors and localities in quickly responding to and overcoming the consequences of storm No. 3 and floods. He praised Quang Ninh province and Hai Phong city - two localities that, despite being heavily affected, were ready to share and help other localities overcome storms and floods.
Through the summary and assessment, Prime Minister Pham Minh Chinh pointed out lessons learned in storm prevention work, which are: It is necessary to forecast and warn of natural disasters promptly, from afar, and early; leadership and direction must closely follow the actual situation, be resolute, focused, and key; put the goal of protecting the property and lives of the people and the state first and foremost. The Prime Minister also pointed out lessons learned in enhancing the proactiveness of ministries, branches, and localities in overcoming natural disasters; along with that is timely information and propaganda work, guiding people in storm prevention and overcoming.
In order to quickly restore production and business, stabilize people's lives and promote economic development, Prime Minister Pham Minh Chinh requested ministries, branches and localities to effectively implement Resolution 143/NQ-CP dated September 17, 2024 of the Government on tasks and solutions to urgently overcome the consequences of storm No. 3. In which, the Ministry of Agriculture and Rural Development and the Ministry of Finance are required to advise and propose to the Government on funding to support damaged localities; sectors and localities must quickly repair traffic, electricity, water and telecommunications infrastructure. In October, ministries and branches must promptly advise to supplement and amend decrees and circulars in supporting people and businesses, and overcome points that are no longer suitable to reality. Also in October, damage recovery at schools, clinics and hospitals must be completed. No later than December this year, the reconstruction of houses for families who lost their homes must be completed, ensuring three hard points: hard roof, hard walls, and hard floor.
Actively prepare crop and livestock varieties to quickly restore production; review the implementation of policy mechanisms for those affected by storms and floods. Ministries and sectors review, evaluate and advise on the implementation of long-term programs and projects in responding to natural disasters in the current climate change conditions.
