Comrade Nguyen Van Thang, member of the Party Central Committee, Minister of Transport chaired the conference. The North-South Expressway Construction Project in the Eastern Region, phase 2017-2020, from Ninh Binh to Nghe An, has opened to traffic 4 component projects, with a length of 171.85km, total investment of 27,353 billion VND, passing through 4 provinces ( Nam Dinh 5.1km, Ninh Binh 24.4km, Thanh Hoa 98.8km, Nghe An 43.5km).
Of which, the Cao Bo - Mai Son section is 15.2km long, with a total investment of VND 1,607.4 billion, invested by the Department of Transport of Ninh Binh province; the Mai Son - National Highway 45 section is 63.37km long, with a total investment of VND 12,918 billion, invested by the Thang Long Project Management Board; the National Highway 45 - Nghi Son section is 43.28km long, with a total investment of VND 5,534.5 billion, invested by Project Management Board 2; and the Nghi Son - Dien Chau section is 50km long, with a total investment of VND 7,293.2 billion, invested by Project Management Board 6. Up to now, all 4 sections have been completed and put into operation. Of which, the Cao Bo - Mai Son section will be put into operation in February 2022; Mai Son - QL45 section will be put into operation in April 2023 and 2 sections QL45 - Nghi Son, Nghi Son - Dien Chau will be put into operation from September 1, 2023.
During the implementation of the projects, many difficulties and obstacles were encountered that greatly affected the progress such as: COVID-19 pandemic, difficulties in materials, fluctuations in raw material prices, unusual weather, the rainy season came earlier and lasted longer than usual, etc. However, thanks to the close attention and direction of the Government, the Prime Minister, the State Steering Committee for important national projects, key projects of the transport sector, together with the effective coordination of relevant ministries and branches; the participation of the entire political system from the central to local levels; the consensus and support of the people in the project area; the timely coordination of the owners of technical infrastructure projects, difficulties and obstacles were promptly resolved, speeding up the progress.
In particular, the Prime Minister has established a State Steering Committee for important national and key projects in the transport sector, headed by the Prime Minister, to directly direct, manage, and promptly resolve difficulties and problems arising in relation to ministries, branches, and localities.
The Ministry of Transport and localities are actively implementing the construction of the remaining sections on the North-South Expressway in the East, the belt routes of the Capital region, Ho Chi Minh City and the expressways connecting the Northwest, Central Highlands, Southwest and Mekong Delta regions to strive to have 3,000km of expressways by the end of 2025 and 5,000km of expressways by 2030 in accordance with the Resolution of the 13th National Party Congress.
At the same time, localities have also mobilized the entire political system to join in, making efforts, resolutely, accompanying the Ministry of Transport to implement the directions of the Government and the Prime Minister, making efforts to speed up the site clearance work. Along with that is the resolute direction of the leaders of the Ministry of Transport, the determination and efforts of investors, construction contractors, supervision consultants, design consultants and the active support of the people.
Thanks to that, the project has promptly completed items such as tunnels, large bridges, weak ground treatment... contributing significantly to putting the project into operation as planned. Up to now, the expressway section from Ninh Binh to Nghe An has been completed on schedule and with quality according to technical requirements, increasing the total length of the expressway in operation nationwide to 1,822km.

Speaking at the conference, Comrade Nguyen Van Thang, Member of the Party Central Committee, Minister of Transport emphasized: The completion of the expressway section from Ninh Binh to Nghe An and putting it into operation has shortened the travel time from Hanoi to Nghe An (Dien Chau) to only about 3 - 3.5 hours, solving the need for passenger and cargo transportation between the provinces in the Northern and North Central regions. At the same time, it helps to reduce accidents and traffic congestion on National Highway 1; creating conditions to promote regional economic development and the formation and development of industrial parks, cultural and tourist centers of the provinces of Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An and the North Central region. Requesting units under the Ministry of Transport and construction contractors to continue to maintain the spirit of enthusiasm, responsibility and the highest determination to successfully complete the very heavy tasks ahead.
The Minister of Transport suggested that in the coming time, localities need to proactively have plans to exploit and provide sufficient materials according to the construction progress of projects; at the same time, it is necessary to strictly control the origin of materials to ensure quality, strictly manage material prices, and resolutely not let speculation and price increases occur, affecting the progress and costs of construction works.
In addition, investors, supervision consultants, design consultants and contractors must promote the highest sense of responsibility, develop scientific and detailed construction plans and methods, suitable for actual conditions, mobilize adequate human resources, finance, modern machinery and equipment, organize construction to ensure progress, quality, safety, and environmental sanitation; focus on taking care of legitimate rights, spiritual life, and encouraging workers. Absolutely comply with the technical requirements of the project and relevant legal regulations, and prevent corruption and negativity.
