Relocating Bien Hoa 1 Industrial Park: The key is compensation and support plan

(DN) - On July 16, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Committee, Secretary of the Party Committee of the provincial Party agencies Thai Bao and Provincial Party Committee member, Vice Chairman of the Provincial People's Committee Ho Van Ha listened to relevant departments and branches report on the progress of the relocation of Bien Hoa 1 Industrial Park.

Regarding the land used by households, according to the report of the People's Committee of Tran Bien Ward, at present, the ward has mobilized 306/355 cases to relocate and dismantle assets, reaching a rate of more than 86%. For area 1, which is prioritized for site clearance before August 1, the ward will complete enforcement before July 20. For area 2, which is prioritized for site clearance before August 1, the ward will complete enforcement in July 2025. The remaining area 3 will be relocated according to the process and strive to ensure progress according to the province's requirements.

For the land area leased by enterprises, the Provincial Land Fund Development Center has drafted a compensation and support plan for 65/69 companies, covering an area of over 228 hectares. From now until July 25, the center will coordinate with the People's Committee of Tran Bien Ward to organize a dialogue with enterprises that have not agreed to the compensation and support plan.

According to the Provincial Land Fund Development Center, it is expected that by the end of July, Bien Hoa 1 Industrial Park will have about 70 hectares of clean land to launch the Project to build the Provincial Political - Administrative Center.

At the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha requested that the Provincial Land Fund Development Center uphold its sense of responsibility and promptly complete the compensation and support plan to submit to the competent authority for approval.

The Special Task Force on Relocating Bien Hoa 1 Industrial Park of the Provincial People's Committee needs to coordinate closely and work overtime on weekends.

The Department of Construction determines the timeline and location for the construction of the Provincial Political - Administrative Center.

Tran Bien Ward People's Committee, Provincial Land Fund Development Center and Sonadezi Corporation reported the area of clean land obtained as of July 30.

“The key issue is to have a compensation and support plan. This is the basis for implementing steps to recover and enforce land recovery. The Provincial Land Fund Development Center does not recommend additional contents beyond the provisions of the law,” Vice Chairman of the Provincial People’s Committee Ho Van Ha requested.

Concluding the working session, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Committee, Secretary of the Provincial Party Committee's agencies Thai Bao assessed that the approval of the compensation and support plan for enterprises is still slow compared to the requirements set by the Provincial Party Committee. This week, the plan must be completed for appraisal and approval. The plan must be developed to ensure strictness, compliance with procedures and legal regulations.

At the same time, the leaders of the Provincial People's Committee directed relevant agencies to accelerate and focus on implementing tasks, ensuring sufficient clean land area for priority land, especially the location to start/start construction of the Provincial Political - Administrative Center and have land for auction of land use rights.

Regarding this industrial park, on June 22, the Provincial People's Committee issued Decision No. 2105/QD-UBND amending and supplementing the Project to Convert Bien Hoa 1 Industrial Park into an Urban - Commercial - Service and Environmental Improvement Area approved with Decision No. 324/QD-UBND dated February 5, 2024 of the Provincial People's Committee. Accordingly, the project has a total area of about 329 hectares, of which the priority area is 154 hectares. Regarding compensation and resettlement support policies, they will be implemented in accordance with current legal regulations.
