Promoting comprehensive digital transformation, spreading lifelong learning movement among the people

Responding to the National Digital Transformation Day (October 10) with the theme "Digital data - new resources for development", on October 10, the People's Committee of Gia Tran commune (Gia Vien district, Ninh Binh province) organized the National Digital Learning Festival and launched a 45-day peak campaign to build the model of "Grassroots Digital Citizens" associated with the movement "Digital Education for All".

In his opening speech, Mr. Dinh Van Phung - Chairman of Gia Tran Commune People's Committee emphasized that the Festival is a meaningful activity to promote the spirit of lifelong learning, arouse the spirit of self-study and regular study of each citizen in the digital age, and at the same time promote the comprehensive digital transformation process at the grassroots level.

According to Mr. Phung, launching the 45-day peak campaign "Grassroots Digital Citizenship" is a step to concretize the goal of building a learning society in the new era, linking digital transformation and the "Digital Literacy for All" movement - helping people to universalize digital skills and effectively use technology platforms in daily life.

“We hope that every Gia Tran resident will become a true digital citizen – knowing how to learn and apply technology, contributing to building e-government and digital society from the grassroots,” Mr. Phung affirmed.

Innovative ways from a commune at the forefront of digital transformation

Appreciating the locality's initiative, Mr. Ta Quang Phuong - Deputy Director of the Department of Science and Technology of Ninh Binh province said that Gia Tran commune's organization of the National Digital Learning Festival and launching the "Grassroots Digital Citizen" campaign is a creative model, demonstrating the innovative thinking of the Party Committee and the commune government in implementing digital transformation at the grassroots level.

According to Mr. Phuong, choosing the theme "Digital learning for all people" shows that Gia Tran has correctly identified the focus of digital transformation as starting from people - taking people as the center, subject and goal of development.

After more than 3 months of officially operating the 2-level local government model, Gia Tran commune has achieved many outstanding results in the field of digital transformation and digital government construction. The locality is continuously in the leading group of the province in providing online public services, developing digital infrastructure and digital citizens.

“These results show the rapid adaptation of both the political system and the people of Gia Tran. This is proof of the correct and sustainable direction of the locality in the digital transformation period,” Mr. Ta Quang Phuong emphasized.

Spreading the spirit of digital learning in the community

To make the campaign effective, Mr. Ta Quang Phuong suggested that the Party Committee and the Gia Tran Commune Government continue to closely direct and create favorable conditions for the movement to be deployed widely, effectively and substantially. Political and social organizations and villages need to step up propaganda and mobilize union members, association members and people to actively respond. Each cadre and Party member must be exemplary in learning and applying digital skills, thereby spreading the spirit of digital learning in the community.

“Every citizen needs to see learning digital skills as a personal need – to better serve their work, study and life,” said Mr. Phuong, expressing his belief that every Jiazhen resident can proficiently use smartphones, computers and essential digital applications.

Many meaningful activities in the Festival

At the Festival, Gia Tran commune established a community learning center, signed a competition agreement, donated 22 sets of computers and printers for digital learning activities; and organized tours and experiences of learning models and digital technology applications for people.

These activities not only create a vibrant atmosphere and connect the community, but also convey the message of "Strongly applying digital technology to regular learning, lifelong learning, towards universalizing digital skills and basic cyber security skills for all people".
