Opening of the 1st Congress of the Ca Mau Provincial Party Committee, term 2025 - 2030

On October 17, the 1st Congress of the Ca Mau Provincial Party Committee, term 2025 - 2030, officially opened. With the motto "Solidarity - Democracy - Responsibility - Breakthrough - Development", the Congress expressed the determination and aspiration to make Ca Mau province become a growth pole of the Mekong Delta region.

Before the official opening of the Congress, the delegation of the Provincial Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee and delegates came to offer incense and flowers to pay tribute to Uncle Ho at the President Ho Chi Minh Memorial Site (An Xuyen Ward, Ca Mau Province).

Creating a solid foundation to enter the new era

Speaking at the opening of the Congress, Secretary of the Ca Mau Provincial Party Committee Nguyen Ho Hai emphasized: The first Congress of the Ca Mau Provincial Party Committee, term 2025 - 2030, is a political event of special importance to the Party Committee and people of Ca Mau province after the merger. Ca Mau province and Bac Lieu province previously had strong maritime economic strengths and many resources, comparative advantages, and development space; now merged into one province, the inherent advantages and potentials have been integrated, creating a strong "resonance", increasing the province's potential many times over, opening up new development space.

The position of Ca Mau today is different from before. Ca Mau is no longer a remote, isolated place, no longer the "end of the country", but Ca Mau is the gateway to the sea, with many potentials, distinct advantages and many outstanding opportunities. That context, potentials, advantages, have created a new spirit, a new aspiration for Ca Mau to rise strongly, together with the whole country towards the goal of developing a prosperous and happy country.

Presenting the Political Report of the Provincial Party Executive Committee for the 2020 - 2025 term, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Pham Van Thieu said that during the 2020 - 2025 term, despite facing many adverse impacts from the COVID-19 pandemic, climate change, coastal and riverbank erosion, increased saltwater intrusion... the Provincial Party Committee, government and people have made efforts to overcome difficulties, achieving comprehensive results in almost all areas.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Pham Van Thieu presented the Political Report of the Provincial Party Executive Committee for the 2020 - 2025 term.

The work of Party building and rectification has been carried out synchronously in terms of politics, ideology, ethics, and organization. After the province's merger, the organizational apparatus has been streamlined, operating more effectively and efficiently; the two-level local government has initially operated stably, and administrative reform associated with digital transformation has been implemented vigorously, creating many favorable conditions for people and businesses.

During the past term, the province's economic growth rate (GRDP) averaged more than 7%/year; the economic structure shifted in the right direction. Agriculture developed steadily in a sustainable direction, adapting to climate change. Aquaculture, especially shrimp production, grew strongly, continuing to maintain its role as a key economic sector. Industry, focusing on seafood processing, gas - electricity - nitrogen and energy, achieved many results; marine economic development was closely linked with national defense and security; many key projects, especially wind power projects, were effective. The tourism industry recovered and developed rapidly with 12 tourist destinations in the province recognized as typical tourist destinations of the Mekong Delta.

Along with economic development, during the past term, cultural and social fields have made progress in many aspects. Investment in the cultural institutions system has been increased; the work of preserving, embellishing and promoting the value of cultural heritages and historical-cultural relics has been well implemented.

Comprehensive development with three strategic breakthroughs

From the achievements and limitations in the 2020-2025 term, the Congress determined the development perspective for the 2025-2030 term as follows: Socio-economic development on the basis of implementing the breakthrough tasks of science and technology development, innovation, digital transformation and green transformation, linking the development of the province with the Mekong Delta and the whole country. Arousing the desire for development, the spirit of solidarity, responsibility, self-reliance, self-improvement and culture, people, improving the quality of resources; maximizing resources in the province, actively mobilizing and attracting external resources and strengthening links and cooperation for development with provinces and cities across the country. Encouraging the spirit of daring to think, daring to do, daring to take responsibility, associated with constantly improving the qualifications and capacity of the team of cadres and party members.

The Congress also set the goal of "By 2030, Ca Mau will strive to become a comprehensively developed province, confidently entering a new era of development with the whole country".

Some of the main targets for the 2026 - 2030 period set by the Congress are: Average GRDP growth rate of 10% or more in 5 years; poverty rate (according to the new multidimensional poverty standard) reduced by about 1.0 - 1.5%/year; annually, over 90% of grassroots party organizations and party members are classified as having completed their tasks well or better. By 2030, strive for GRDP per capita to reach over 6,000 USD; the proportion of added value of the digital economy in GRDP to reach 20% or more; human development index (HDI) to reach over 0.7; the rate of trained workers to reach about 80%.

To achieve the set goals and targets, the Congress emphasized three strategic breakthroughs: Institutional breakthrough, human resource development breakthrough, and synchronous and modern socio-economic infrastructure development breakthrough.

Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang also pointed out the difficulties and challenges that Ca Mau province must face and the solutions that need to be overcome; at the same time, he suggested and directed many specific issues on socio-economic development, ensuring national defense and security, especially the need to do a good job in Party building and rectification, so that the Party Committee and the political system of the province are truly clean and strong; building a contingent of cadres and party members with sufficient moral qualities, qualifications, capacity, dedication and vision, meeting the requirements of the tasks of the new development period.

The Executive Committee of the Ca Mau Provincial Party Committee for the 2025-2030 term was introduced at the Congress.

The Congress announced the decision to appoint the first Executive Committee of the Ca Mau Provincial Party Committee for the 2025-2030 term, consisting of 56 comrades, and the Standing Committee of 19 comrades. Comrade Nguyen Ho Hai was appointed to hold the position of Secretary of the Provincial Party Committee; comrades Huynh Quoc Viet, Pham Van Thieu, Pham Thanh Ngai, and Ho Thanh Thuy were appointed to hold the position of Deputy Secretaries of the Provincial Party Committee. The Provincial Party Committee's Inspection Committee was appointed, consisting of 13 comrades. Accordingly, member of the Provincial Party Committee's Standing Committee Huynh Huu Tri was appointed to hold the position of Chairman of the Provincial Party Committee's Inspection Committee for the 2025-2030 term. The delegation of the Ca Mau Provincial Party Committee to attend the 14th National Congress of the Party consisted of 34 comrades, including 31 official delegates and 3 alternate delegates.
