Exceeded many targets
Khanh Hoa province, after merging with Ninh Thuan province, has an area of 8,555 km 2 and about 2.2 million people, with 64 communes, wards and 1 special zone. The whole province has 36 ethnic minorities, with more than 293 thousand people, accounting for 13.15% of the province's population (of which the Raglai and Cham are the two largest communities), along with 35 communes in ethnic minority and mountainous areas.

Implementing the National Target Program on socio -economic development of ethnic minority and mountainous areas, before the merger, the former Khanh Hoa province (called the Northern Khanh Hoa region) and the former Ninh Thuan province (called the Southern Khanh Hoa region) set out goals and tasks appropriate to the situation of each region.
By August 2025, in the North Khanh Hoa region, most of the targets set out in Resolution 88/2029/QH15 for the 2021-2025 period had been completed and exceeded 29/30 targets. Some important targets include: the average income of ethnic minorities increased 2.14 times compared to 2020; the poverty rate among ethnic minorities decreased by an average of 7.2%/year. Regarding infrastructure, 100% of communes have asphalted or concreted car roads to the commune center; 100% of villages have hardened car roads to the center; 100% of schools, classrooms and medical stations are solidly built; 100% of households have access to the national grid... The target that has not been achieved is to reduce the number of extremely disadvantaged communes by 50% (only 28.8% achieved, with 19/66 villages out of extremely disadvantaged areas).
In the South Khanh Hoa region, 19/22 targets have been completed and exceeded. Of which, the poverty rate among ethnic minorities has decreased by an average of 4.09% per year; 100% of communes have asphalt or concrete roads to the center; 100% of schools and health stations are solidly built; 100% of poor ethnic minority households are supported to build houses... This region still has 3 targets that have not been achieved: the rate of reduction in the number of communes and villages with special difficulties (expected to reach only 20% by the end of 2025), average income per capita (expected to reach only 1.3 times compared to the target of 2 times) and forest cover rate (reaching 56% compared to the target of 77%).
Compared with the goals set out in Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister, although Khanh Hoa province after the merger still has two unachieved goals on average income of ethnic minorities and reducing 50% of extremely difficult communes and villages, the achievements have reflected the high determination of the entire political system and the consensus of ethnic minorities. Thereby, socio-economic efficiency has been promoted, contributing to exploiting the potential and advantages of the locality. The trust of the people in general and ethnic minorities in particular in the Party and the government has been consolidated and strengthened.
Early amendment of regulations on management mechanism and organization of implementation of national target programs
Despite achieving positive results, the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas in Khanh Hoa still faces many difficulties, requiring more synchronous and drastic solutions to achieve the set goals.
According to the Department of Ethnic Minorities and Religions of Khanh Hoa, one of the biggest problems is the disbursement rate of capital, especially career capital in many localities, which is very low (mainly disbursement of capital carried over from 2024, capital from 2025 has not been disbursed yet).

The main reason is that after the merger of the two provinces from July 1, 2025, the People's Council of Khanh Hoa province has just passed a Resolution adjusting the medium-term public investment plan for the period 2021 - 2025 and 2025. The 2025 career capital of Ninh Thuan province (old) will be allocated to departments, branches and localities in mid-June 2025 and Khanh Hoa province (old) will be allocated in August 2025.
After implementing the two-level local government, central and local legal documents related to the Program have not been issued in a timely manner, and there is a lack of specific guidance documents, causing delays and confusion. The organizational system at the grassroots level has not been completed yet...
To overcome the above difficulties and speed up the implementation of the Program, Khanh Hoa Department of Ethnic Minorities and Religions recommends that the Government soon amend and supplement Decree No. 27/2022/ND-CP dated April 19, 2022 stipulating the management mechanism and organization of implementation of national target programs and Decree No. 38/2023/ND-CP amending and supplementing a number of articles of Decree No. 27/2022/ND-CP, amending a number of tasks assigned to the People's Committees at the district level, so that localities have a basis for implementation.
In addition, the Ministry of Ethnic Minorities and Religions needs to soon issue a Handbook to guide localities in implementing the Program after implementing the two-level government, and at the same time complete and guide the operation of the software for the Results Monitoring and Evaluation System...
