Also attending were former Standing Committee members of the Provincial Party Committee; members of the Provincial Party Committee Standing Committee; leaders of the Provincial People's Council and People's Committee; leaders of provincial departments and branches; representatives of Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Heroes of Labor; and 330 delegates who are typical examples in the province's patriotic emulation movements.
Over the past 5 years (2020 - 2025), the Party Committee, government and people of all walks of life in the province have promoted the spirit of solidarity, strived, constantly innovated, and comprehensively implemented patriotic emulation movements, contributing significantly to the successful completion of the set targets. Many emulation movements were launched, with strong spreading power, bringing practical results such as: "The whole country joins hands to build new countryside" associated with the implementation of the campaign "The whole people unite to build new countryside, civilized urban areas", "The whole people unite to build a cultural life", "The whole country joins hands for the poor - leaving no one behind", "Join hands to eliminate temporary and dilapidated houses nationwide in 2025", "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste", "Developing science, technology, innovation and digital transformation", the movement "Digital education for the masses"...
Patriotic emulation movements are increasingly going into depth, practical, effective, and spreading strongly to all classes of people. Many collectives and individuals have risen to become advanced models, actively contributing to the development of the locality. The economy grows rapidly and sustainably. In the 5 years from 2021 to 2025, the average GRDP growth rate will reach 9.17%/year, higher than the period from 2016 to 2020 at 8.28%. The economic scale increased rapidly, estimated at 328,283 billion VND, 1.73 times higher than in 2020. GRDP per capita reached 101.5 million VND (4,200 USD), up 67.77% compared to 2020. State budget revenue in 2025 is estimated at more than 74,432 billion VND, total revenue in the 2021 - 2025 period reached nearly 270,000 billion VND, 2.38 times higher than the previous period.
Turn potential into advantage, turn aspiration into reality, make Hung Yen break through
Speaking at the Congress, Vice President Vo Thi Anh Xuan, First Vice President of the Central Emulation and Reward Council, acknowledged, commended and highly appreciated the results, achievements as well as the important contributions of the emulation movement and reward work to the comprehensive development of Hung Yen province over the past 5 years. At the same time, she highly appreciated the province's development aspirations, especially the vision that by 2045, Hung Yen will become a modern, ecological, smart industrial city, rich in cultural identity, with people having a prosperous and happy life.
To achieve the set goals, the Vice President suggested that Hung Yen continue to strongly and comprehensively innovate emulation and reward work, from choosing emulation movements that must be key and practical, to launching and implementing methods that must be substantial, effective, and closely linked to practical requirements. Discover, build and replicate model points; promote propaganda and spread widely in society; promptly honor and reward the right people, the right jobs, and the right key tasks that localities and units need to focus on implementing in each development stage. Complete the apparatus and team of officials doing emulation and reward work, both full-time and part-time, ensuring solid professional expertise, qualities, sense of responsibility and enthusiasm for work; promote digital transformation, do a good job of management and record keeping to reduce hassles, create the most favorable conditions for those being rewarded and officials doing emulation and reward work; Regularly train, improve capacity, and improve treatment for staff to be able to perform tasks in the new situation.
The Vice President believes that with the glorious tradition of the homeland, the achievements that have been made, the will of self-reliance and the spirit of patriotic emulation, Hung Yen will continue to gain greater and more comprehensive achievements in the coming time, making worthy contributions to the cause of building and developing a prosperous and prosperous country.
On this occasion, Vice President Vo Thi Anh Xuan presented 200 million VND to the Hung Yen Provincial Children's Fund; presented gifts to 2 Vietnamese Heroic Mothers and 2 Heroes of the People's Armed Forces.
Vice Chairman of the National Assembly Nguyen Khac Dinh presented 200 million VND to the Hung Yen Province Education Promotion Fund.
Continue to organize patriotic emulation movements in a broad, practical and effective manner.
Speaking at the Congress, on behalf of the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province, Secretary of the Provincial Party Committee Nguyen Huu Nghia expressed his deep gratitude for the attention, leadership, and direction of the Party, the State, and Vice President Vo Thi Anh Xuan for the Party Committee, government, and people of Hung Yen province; respectfully accepted the Vice President's guidance and will concretize it into tasks in the action program; lead and direct the continued innovation of organizing patriotic emulation movements in a broad, practical, and effective manner, associated with the implementation of political tasks of agencies, units, and localities in the coming time.
The Provincial Party Secretary emphasized: In the period of 2020 - 2025, Party committees, authorities, the Vietnam Fatherland Front, and member organizations have actively led, directed, resolutely organized and widely implemented patriotic emulation movements with the participation and active response of a large number of cadres, party members, civil servants, public employees, workers, armed forces and the masses, creating a vibrant atmosphere of emulation in labor, production, study and combat, spreading widely in all levels, sectors, agencies, units and the whole society, contributing to mobilizing intelligence, human resources, assets and resources to serve socio-economic development, ensuring political security, social order and safety, military and national defense of the province. Achieving the above great achievements has had important contributions from patriotic emulation movements.
Inheriting and promoting the achievements in the patriotic emulation movement for the period of 2020 - 2025, the Party Committee and the Government of Hung Yen province will strengthen leadership and direction of the patriotic emulation movement for the period of 2025 - 2030, creating a strong atmosphere, arousing patriotism, solidarity, encouraging and promoting innovation, improving labor productivity and work efficiency to successfully carry out the tasks of socio-economic development, ensuring national defense and security, the Resolution of the 1st Provincial Party Congress, term 2025-2030; contributing to the successful implementation of the Resolution of the 14th National Party Congress, with the country entering a new era - an era of rich, prosperous and powerful development.
At the Congress, Vice President Vo Thi Anh Xuan awarded the First-class Labor Medal of the President to the Party Committee, government and people of Hung Yen province for their outstanding achievements in the emulation movement "The whole country joins hands to build new rural areas" in the 2021-2025 period, contributing to the cause of building socialism and defending the Fatherland; awarded the Third-class Labor Medal of the President to the Party Committee, government and people of Hung Yen province for their outstanding achievements in implementing Resolution No. 18/NQ-TW of the 6th Central Conference, term XII "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, operate effectively and efficiently"; awarded the Second-class Labor Medal of the President to 5 individuals with outstanding achievements in their work, contributing to the cause of building socialism and defending the Fatherland.
Vice Chairman of the National Assembly Nguyen Khac Dinh awarded the President's Second-class Labor Medal to 10 individuals.
At the Congress, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Khac Than, Chairman of the Provincial Emulation and Reward Council launched the patriotic emulation movement for the period 2025 - 2030 with the emulation theme "Solidarity, innovation, creativity, emulation to build a developed, civilized, prosperous and sustainable Hung Yen".
The Congress approved the list of 36 delegates to attend the 11th National Patriotic Emulation Congress.
