The emulation movement will be deployed and organized from 2025 to 2030, divided into 2 phases: Phase 1: From 2025 to 2027; Phase 2: From 2027 to 2030.

The emulation movement determines the successful implementation of goals according to a specific roadmap: By 2025, over 80% of officers and soldiers will have an understanding of digital transformation, digital knowledge and skills, be able to use digital platforms and services for work; be able to use smart devices to exploit information, use essential digital platforms and services, and know how to protect themselves in the digital environment.

By 2026, 100% of officers and soldiers will have an understanding of digital transformation, digital knowledge and skills, be able to use digital platforms and services for work; be able to use smart devices to exploit information, use essential platforms and services, know how to protect themselves in the digital environment and become digital citizens and digital soldiers.

From 2027 to 2030, 100% of officers and soldiers will master digital transformation; effectively apply a number of strategic technologies and digital technologies such as artificial intelligence (AI), Internet of Things, big data, semiconductors, electronics, nanotechnology, satellite communications and a number of emerging technologies.

Speaking at the launching ceremony, Colonel Nguyen Van Toan, Deputy Division Commander, Chief of Staff of Division 365, requested Party committees and commanders of agencies and units to focus on leadership, direction, organization, dissemination, and strict and serious implementation at their level so that the emulation movement achieves practical results, contributing to building strong and comprehensive agencies and units, successfully completing assigned tasks.
