Effective use of resources of 3 national target programs

Attending the meeting at the Provincial People's Committee bridge were comrades: Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Viet Phuong, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of departments and branches.

In the period of 2021 - 2025, the 3 National Target Programs have had a positive impact on the socio -economic development of localities and rural areas, ethnic minority areas, remote areas, and border areas, with 6/9 basic target groups completing and exceeding the set targets. The National Target Program for Sustainable Poverty Reduction estimates that the poverty rate according to the multidimensional poverty standard in 2025 will maintain a decrease of 0.8 - 1%/year; the poverty rate of ethnic minorities in 2025 will decrease by over 3%/year, achieving the target assigned by the National Assembly. Regarding the new rural construction program, by March 2025, the whole country will have 6,001 communes (78% of communes) meeting the new rural standards; 307 district-level units and 33 provincial-level units will meet the new rural standards, achieving over 50% of the target for the period of 2021-2025.

In Tuyen Quang , in the period of 2021-2024, the poverty rate decreased from 23.45% to 10.19%, the poverty rate of ethnic minorities decreased by 5.99%/year. Currently, the whole province has 85/121 communes meeting new rural standards, 23 communes meeting advanced new rural standards. Currently, Tuyen Quang city has met new rural standards, it is expected that by the end of the period of 2021 - 2025, the province will have 2 more districts meeting new rural district standards.

Localities discussed difficulties and obstacles in implementing the three national target programs at the grassroots level. Accordingly, some contents of the national target programs, especially the national target program for socio-economic development in ethnic minority and mountainous areas, do not have sufficient legal basis for implementation. However, the progress of amending, supplementing, and abolishing these contents and the plan to adjust resources have not been resolved promptly, slowing down the progress of capital disbursement. The progress of developing, proposing allocation, and assigning budget estimates for implementing national target programs is still slow. Delegates also proposed policies for disadvantaged communes that have met new rural standards to continue to enjoy support policies for a specific period of time to ensure social security.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested ministries, branches and localities to speed up disbursement progress, remove difficulties and obstacles in the implementation of national target programs to ensure the highest completion of the set goals.

People's Committees of provinces and cities proactively review, amend and supplement mechanisms and policies on missing or inappropriate content, simplify administrative procedures, invest and use capital sources with focus and key points, not spread out or prolonged to promptly remove difficulties and obstacles, and speed up the implementation of national target programs.

Immediately after the Government's online meeting, Chairman of the Provincial People's Committee Nguyen Van Son emphasized to the members of the Provincial Steering Committee for National Target Programs that the disbursement rate of national target programs is currently very low and requested localities, units, especially leaders to enhance their sense of responsibility, closely monitor each program to quickly remove difficulties and obstacles at the grassroots level; speed up the disbursement progress of capital sources, so that capital sources can be effective, promote socio-economic development, and contribute to the province's poverty reduction work.
