From April 1-3, Comrade Le Minh Khai, Secretary of the Central Committee of the Communist Party of Vietnam and Deputy Prime Minister, led the Vietnamese delegation to attend the 2024 Vietnam Leaders Programme (VELP) at Harvard University (Boston), USA. The VELP 2024 program focused on three main discussion topics: (i) Prospects and notable developments in the global and Asian economies , assessing major transformation trends and their impact on the Vietnamese economy; (ii) Promoting new growth drivers in Vietnam, especially innovation, digital transformation, artificial intelligence (AI), and emerging technologies; and (iii) Solutions to overcome the middle-income trap and transform the growth model. On April 2nd, at the Khanh Hoa Provincial Convention Center, Nha Trang City solemnly celebrated the 100th anniversary of the city's construction and development (1924-2024) and the 15th anniversary of Nha Trang's recognition as a Class I urban area under Khanh Hoa province (April 22, 2009 – April 22, 2024). Attending the ceremony were the Standing Vice Chairman of the National Assembly Tran Thanh Man, Deputy Prime Minister Tran Hong Ha, and nearly 1,000 delegates representing central agencies, provinces, and cities nationwide; and representatives from agencies and units of Khanh Hoa province and Nha Trang City. To meet the needs of visitors during peak seasons, especially the April 30th and May 1st holidays and the 70th anniversary of the Dien Bien Phu Victory (May 7th, 2024), from April 1st to May 31st, the Dien Bien Phu Historical Victory Museum will be open to visitors on Friday and Saturday evenings. This additional evening opening aims to accommodate the demand of visitors who wish to tour the museum and admire the panoramic depiction of the Dien Bien Phu Campaign. According to a review, Kien Giang province still has 1,465 fishing vessels that have not been inspected or registered. The reason is that some fishermen have limited awareness, so when building or buying and selling vessels, they do not follow the regulations on vessel registration. The province is strengthening control over fishing vessels at river mouths, canals, and waterways leading to the sea and coastal areas to prevent "three-no" fishing vessels (those without proper registration) from going out to sea to fish, and is increasing patrols, inspections, and strictly handling "three-no" fishing vessels operating in fishing grounds. The Investigation Police Department of Dong Nai Province has issued a decision to prosecute and arrest Mr. Nguyen Duc Khue, Director of the Land Development Center of Dinh Quan District, and Mr. Le Ngoc Muon, Treasurer of the Center, for the crime of "Negligence Causing Serious Consequences." On April 1, Russian President Vladimir Putin instructed ministries and agencies to implement policies and measures to ensure Russia ranks among the world's top four economies by 2030 in terms of Gross Domestic Product (GDP) based on purchasing power parity. The South Korean Joint Chiefs of Staff (JCS) said it detected what it believed to be a medium-range missile launched from Pyongyang into the sea east of the Korean Peninsula on April 2 (local time). This latest launch comes 15 days after North Korean leader Kim Jong-un inspected a military exercise using super-large multiple rocket launchers in the western region. Haiti's National Police (PNH) successfully thwarted an April 1st attack by an armed criminal gang on the National Palace – a symbol of the country's political power. Security units from the National Palace assisted police in repelling the attack, which occurred amidst heightened tensions in the capital's main square, Champs de Mars, near the National Palace, the headquarters of several ministries and government agencies, the French Embassy, ​​and the US Consulate. On April 1st, the Russian Ministry of Emergency Situations announced that eight people on a bus had died in a collision between a train and a bus in the Yaroslavl region, more than 200km northeast of Moscow. The accident occurred at a level crossing near the village of Berendeyevo. The Northwestern Regional Transport Prosecutor's Office cited preliminary data indicating that the bus stalled while crossing the tracks.
