The agricultural sector in 2024 faced many difficulties, including storm No. 3, but still achieved many positive results. Notably, there was a record export of more than 62 billion USD, a growth rate of 3.2%. Entering 2025, the agricultural sector is determined to ensure food security nationwide and for export, continuing to be a solid "pillar" for the economy .

This information was given at the conference to review the work in 2024 and deploy the plan for 2025 organized by the Ministry of Agriculture and Rural Development on December 27 in Hanoi. Attending the conference were Prime Minister Pham Minh Chinh, Minister of Agriculture and Rural Development Le Minh Hoan; Minister of Culture, Sports and Tourism Nguyen Van Hung; Deputy Minister of Foreign Affairs Nguyen Minh Hang and leaders of central ministries, branches, research institutes, professional associations, enterprises and typical cooperatives.

Prevention and overcoming the consequences of storm No. 3 is a typical mark

Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged, commended and highly appreciated the efforts, results and achievements of the agriculture and rural development sector, which have made important contributions to the overall achievements and results of the whole country. At the same time, he expressed his interest, love and concern for the agriculture and rural development sector; congratulated farmers and businesses operating in the agriculture and rural areas for having a bumper year, with good harvests and prices, achieving record exports, farmers becoming increasingly wealthy, and the position of our country's agriculture sector being increasingly enhanced with 15/15 targets achieved and exceeded.

Analyzing the role of the agriculture and rural development sector in preventing and overcoming the consequences of storm No. 3 (Yagi); the Prime Minister assessed that this is one of the typical marks of the sector, a great challenge but also a testament to the sense of responsibility and effective leadership.

“The consultation, organization, implementation and coordination of dam safety during severe flooding clearly demonstrated the courage and intelligence of the leaders of the Ministry of Agriculture and Rural Development,” said Prime Minister Pham Minh Chinh.

The Prime Minister emphasized that 2025 is the year the whole country accelerates and makes a breakthrough in development so that the 2021-2025 term will reach a successful finish line, creating momentum to strive for Vietnam to be a developing country with modern industry and high average income by 2030 and become a developed country with high income by 2045.

Accordingly, the agriculture and rural development sector must also accelerate and make a breakthrough with a growth rate of 3.5-4%; do better in planning, strategy building, perfecting institutions, policies and mechanisms, removing bottlenecks for rapid and sustainable development; promote the application of science, technology, innovation, digital transformation to develop green economy, digital economy, circular economy, knowledge economy, etc.

To develop the market and build the brand of Vietnamese agricultural products in the process of diversifying products, diversifying markets, and diversifying supply chains, the Prime Minister noted that it is important to attach importance to the domestic market, have a strategy to bring goods from rural areas to urban areas, and build the brand of Vietnamese agricultural products; take advantage of the advantages of FTAs, especially EVFTA and CPTPP, to restructure the export market and remove barriers to penetrate new markets. The agricultural and rural development sector, together with ministries, branches, and localities, must focus on developing the marine economy, promoting aquaculture and seafood processing; and thoroughly resolve the EC's recommendations to remove the IUU "yellow card" in 2025.

The Prime Minister requested the sector to effectively implement the agricultural and rural development plan for 2025 and reorganize and perfect the apparatus and staff; thoroughly grasp and organize the synchronous and effective implementation of resolutions and conclusions of the Central Committee, Politburo, Secretariat, National Assembly, and Government to develop sustainable agriculture and rural areas in the 2021-2030 period, with a vision to 2050.

Emphasizing the determination of “farmers as the center, subject, resource, driving force; agriculture as the driving force; rural areas as the foundation”, Prime Minister Pham Minh Chinh believes that in 2025 and the coming time, the agricultural and rural development sector will transform even more strongly, producing large-scale goods with high productivity, quality, efficiency and competitiveness with results exceeding the set targets, contributing to making our country a country with modern, green, ecological, circular, sustainable, transparent and responsible agriculture.

Promote export market expansion

Sharing at the conference on the export situation of the fruit and vegetable industry, Mr. Nguyen Thanh Binh, Chairman of the Vietnam Fruit and Vegetable Association, assessed that fruit and vegetables are Vietnam's strong products, currently present in more than 60 markets. Many key products such as mango, banana, durian... are currently ranked second in exports to China - the world's largest fruit and vegetable market. Export results in 2024 will reach 7.2 billion USD. In addition to fresh products, Vietnamese fruits and vegetables also have processed and deep-processed products.

In particular, the number of officially exported fruits and vegetables is increasing. For example, China currently licenses 15 types of fruits and vegetables, contributing to the positive growth of products such as durian, banana, coconut, etc. The market share of Vietnamese fruits and vegetables continues to increase, for example from 3rd to 2nd place in China, or the US increased by more than 30%, Thailand increased by more than 80%.

In 2025, the Chairman of the Fruit and Vegetable Association said that the trade war between the United States and China, global geopolitical conflicts, etc. are major challenges. The representative of the association recommended that the Ministry of Agriculture and Rural Development continue to negotiate market opening, support the development of growing area codes, packaging facility codes, and develop national standards for key products.

“To export more sustainably, we need to pay attention to post-harvest technology, improve product quality, and improve business compliance capacity. Together, we will go further,” Mr. Binh emphasized.

Regarding the situation of trade promotion for agricultural products, Deputy Foreign Minister Nguyen Minh Hang affirmed that in all high-level foreign affairs activities, the contents of agricultural cooperation, promoting market opening for Vietnamese agricultural products, promoting cooperation in sharing experiences and technology transfer have always been of primary concern to the Prime Minister and have been actively promoted in recent activities.

It is forecasted that in 2025, the agricultural sector will be the first to be affected in the context of complex and unpredictable developments in the world situation, new trends in trade protectionism, green transformation, digital transformation, non-traditional security challenges, etc.

Deputy Foreign Minister Nguyen Minh Hang proposed that the Ministry of Agriculture and Rural Development continue to promote the diversification of markets and agricultural supply chain products, have specific plans to bring products to potential markets in addition to large markets such as the Middle East, South America, Africa, South Asia, etc., and promote the market for Halal products.

Deputy Minister Nguyen Minh Hang also hopes that the two ministries will coordinate to promote Vietnam's responsible contribution to global issues. Promoting and enhancing the image of Vietnamese agricultural products abroad needs to be comprehensive, systematic and strengthen coordination between ministries, departments and sectors in this matter.

Synergizing agriculture with resources and environment is adapting to the trend

Minister of Agriculture and Rural Development Le Minh Hoan assessed that 2025 opens a new chapter for Vietnam's agricultural sector, with many great opportunities and a series of challenges. Therefore, the Ministry of Agriculture and Rural Development chose the theme of 2025 as "Flexible adaptation - Unleashing resources - Accelerating breakthroughs", which is not only a message of action but also a strong determination of the entire sector.

“Flexible adaptation is the way to overcome difficulties and take advantage of new opportunities. Unleashing resources, both internal and external, is the driving force for growth and sustainable development. Accelerating breakthroughs is aiming to reach far, gradually affirming the position of national agricultural products,” said Minister Le Minh Hoan.

The head of the agriculture and rural development sector emphasized that green and sustainable values are no longer a trend. Reducing emissions, optimizing production processes, limiting negative impacts on the environment... are no longer slogans or recommendations for the future, but are present in all activities of daily life. Consumers are not only interested in quality and price, but also pay attention to the overall production process, how agricultural products are created, and the process of transporting agricultural products, from fields, ponds... to the dining table, ensuring safety standards and environmental friendliness.

In that context, Minister Le Minh Hoan affirmed that the synergy between the agriculture and rural development sector and the natural resources and environment sector not only adapts promptly to global trends, but also creates a comprehensive, effective and efficient connection, aiming at the goal of growth and sustainable development. Synergy and consensus, everyone works together to contribute to the development of agriculture - farmers - rural areas and for the sustainability of natural resources - environment.
