Amending and supplementing a number of contents of the Regulations on management and protection of relics and scenic spots

VHO - Quang Nam province has just issued a decision to amend and supplement a number of contents in the Regulations on management, protection and promotion of the value of relics and scenic spots in the province issued in 2019.

The Office of the People's Committee of Quang Nam province said that Chairman of the People's Committee of Quang Nam province Le Van Dung signed and issued Decision No. 24 amending and supplementing Decision No. 08/2019/QD-UBND (dated May 2, 2019) of the People's Committee of Quang Nam province promulgating the Regulation on management, protection and promotion of the value of historical - cultural relics and scenic spots in Quang Nam province.

Assign the Provincial Monuments and Landscapes Management Board to directly manage the Memorial House of Chairman of the State Council Vo Chi Cong

Accordingly, amend Point b, Clause 5, Article 6 as follows: The People's Committee at the district level organizes the reception of the Certificate of ranking of national relics, provincial relics or authorizes the People's Committee at the commune level to organize the reception of the Certificate of ranking of provincial relics.

Amend Point a, Clause 1, Article 22 as follows: National relics and special national relics are assigned to the People's Committees at the district level for direct management, protection and promotion of their values. Particularly for national relics: Memorial House of President of the State Council Vo Chi Cong, Khuong My Cham Tower Complex (in Tam Xuan 1 Commune, Nui Thanh District) and Chien Dan Cham Tower Complex (in Tam An Commune, Phu Ninh District), the Provincial Monuments and Landscapes Management Board under the Department of Culture, Sports and Tourism is assigned to direct management.

The Department of Culture, Sports and Tourism is assigned to carry out the restoration and reconstruction of the original elements of the national relics of Khuong My Cham Tower and Chien Dan Cham Tower.

Amend Clause 2, Article 22 as follows: For national relics, special national relics, and provincial-level relics: District-level People's Committees shall carry out the restoration and reconstruction of original elements of the relics and items supporting the promotion of the relics' value (including: Construction and repair of infrastructure related to the relics; implementation of measures to ensure the relics' landscape environment) according to the decentralization of management and investment in relic restoration and legal regulations on construction investment;

Regarding the implementation of the Cham tower relic restoration project (in addition to the national relics of Khuong My Cham Tower Complex and Chien Dan Cham Tower Complex): The People's Committee at the district level shall be assigned to restore the original elements of the relic if it has sufficient conditions and capacity; in case the People's Committee at the district level does not have sufficient conditions and capacity, the Department of Culture, Sports and Tourism shall be assigned to restore the original elements of the relic according to legal regulations.

For the relics of the Memorial House of President Vo Chi Cong, the Cham Tower Complex of Khuong My and the Cham Tower Complex of Chien Dan, the Department of Culture, Sports and Tourism is assigned to carry out the restoration and reconstruction of the original elements of the relics and items to support the promotion of the value of the relics according to the management hierarchy and legal regulations on construction.

The restoration of relics must ensure the requirements prescribed in Article 1 of the Law amending and supplementing a number of articles of the Law on Cultural Heritage dated June 18, 2009 and relevant legal provisions.

This Decision takes effect from November 1, 2024. Other contents of Decision No. 08 of the Provincial People's Committee promulgating the Regulation on management, protection and promotion of the value of historical - cultural relics and scenic spots in Quang Nam province are still in effect.
