Amending regulations to encourage innovation

Responding to questions from National Assembly deputies, Minister of Science and Technology Huynh Thanh Dat further clarified solutions to promote the application and deployment of advanced scientific and technological achievements and products in life; the application of high technology to serve socio-economic development; mechanisms and policies to encourage private investment in research and application of science and technology.

Adjusting mechanisms and policies to promote technology transfer

Minister of Science and Technology Huynh Thanh Dat said that regarding the support of foreign technology transfer and absorption activities for domestic enterprises, especially small and micro enterprises, policies and legal mechanisms regulating this issue are available, the issue is to apply and implement them effectively in practice.

Minister Huynh Thanh Dat said that in recent times, many new advanced technologies have been applied, bringing efficiency in the healthcare , telecommunications, and transportation sectors. Some sectors are internationally competitive and deeply involved in the production value chain, with products having competitive advantages.

However, besides the achievements, there are still problems when the mechanism and policies have not really been promoted, it is difficult to access businesses, the connection activities and support services are not effective. Resources from the budget and businesses investing in this activity are still modest, and the infrastructure is limited.

In the coming time, Minister Huynh Thanh Dat said that the Ministry of Science and Technology will propose to the Prime Minister to adjust mechanisms, policies and regulations in accordance with reality, promoting the program of searching, transferring, mastering and developing foreign technology in Vietnam.

Regarding the issue of the Center for Supporting Innovative Startups, Minister Huynh Thanh Dat said that the Ministry of Science and Technology has developed and completed the project to establish the National Center for Supporting Innovative Startups in 3 cities: Hanoi, Da Nang, Ho Chi Minh City, and it is expected that in June or early July, the decisions to establish these 3 centers will be issued. These centers are established with the goal of exploiting local resources for innovation, aiming to apply policy testing models in new areas without regulations to encourage innovation, creativity, and serve as a basis for summarizing experiences, replicating or promptly adjusting policies and models for implementation on a national scale.

In addition, regulations on the functions and tasks of the Ministry of Science and Technology have been issued, so the issuance of decisions to establish centers to support innovative startups is a basis for implementation, and these facilities will soon come into operation under the direction of the Prime Minister.

Regarding the effectiveness of scientific research topics, Minister Huynh Thanh Dat said that in recent years, the Party, State and National Assembly have paid great attention to scientific, technological, innovation and creativity activities, and have balanced capital allocation for the sector. Although scientific and technological activities have many specific characteristics, it is very difficult to determine how many topics have been put into application. The important thing is to determine that the results first serve socio-economic development, while improving the scientific research capacity of scientists and research teams, contributing to the reputation of research institutes and universities.

Amending regulations to suit the lag of the science and technology industry

Minister of Science and Technology Huynh Thanh Dat said that the Ministry of Science and Technology is currently revising circulars regulating the management of science and technology programs and tasks in a coordinated manner to ensure that the circulars are interconnected and consistent with each other. Currently, the basic circulars have been completed. Recently, the Ministry of Science and Technology has issued 5 new circulars, consistent with the restructuring of national science and technology programs.

Minister Huynh Thanh Dat said that the Ministry of Science and Technology has also abolished the regulation that scientists who are in charge of projects whose acceptance tests fail are not allowed to continue participating in science and technology tasks for the next 2 years. This shows that the Ministry of Science and Technology is very concerned about the specificity, risks, and delays of the science and technology sector in order to have progressive and appropriate regulations.

Emphasizing that science is the shortest path to prosperity, Minister Huynh Thanh Dat said that the Ministry of Science and Technology is trying its best to encourage scientists to actively participate in their natural activities of scientific research and innovation. Minister Huynh Thanh Dat also recommended that authorities at all levels trust scientists more, assign more responsibilities, tasks, and mechanisms to scientists in a satisfactory manner so that this force can promote its capacity and contribute more to the development of the country.

In addition, the Ministry of Science and Technology is also coordinating with the Ministry of Finance to study and amend Circular 27 to simplify procurement and payment procedures to reduce documents and payment procedures, to properly allocate expenditures to the final product, avoiding the situation where payment documents are more numerous than scientific documents. Minister Huynh Thanh Dat also emphasized the economic and financial characteristics of the science and technology sector, because scientific research cannot be calculated quantitatively as accurately as other production labor activities. Therefore, it is very difficult to establish norms and calculate efficiency and profits.

Minister Huynh Thanh Dat said that one of the solutions that needs to be implemented is to apply information technology in managing scientific and technological tasks in terms of meeting methods, inspection, evaluation, and using centralized databases to increase effectiveness, efficiency, and transparency in the process of managing scientific and technological tasks.

Regarding funding for science in disadvantaged areas, Minister Huynh Thanh Dat said that every year, based on the synthesis, review, and proposal of the needs and budget for the planning year of localities, the Ministry of Science and Technology works with the Ministry of Finance on the principles and plans for allocating funds to localities according to the criteria. The Ministry of Science and Technology proposes an annual increase in funding of 5-10% depending on the specific situation of each locality to send to the Ministry of Finance for consideration and appropriate arrangement, paying attention to disadvantaged areas. For disadvantaged mountainous provinces, the Ministry of Science and Technology has priority in allocation, but must still ensure the principles according to budget regulations and the stable cycle of budget allocation.
