Previously, the Hoa Hai Gate Traffic Police Station discovered that dump truck BS 43C-035.29 had expired its technical safety and environmental protection inspection since July 2014, but for the past 9 years it had been regularly operating in residential areas, posing a potential risk to traffic safety.
Through ambush and surveillance, the Hoa Hai Gate Traffic Police Station discovered on the afternoon of October 7 that driver Dang Ngoc Dung (52 years old, residing in Group 61, Man Thai Ward, Son Tra District, Da Nang City) was driving this dump truck to transport debris for a person on Hoang Ke Viem Street (My An Ward, Ngu Hanh Son District), so they stopped the vehicle for inspection.

However, Mr. Dung still did not stop the car. Major Thieu Ngoc Tien, Deputy Head of the Hoa Hai Gate Traffic Police Station, signaled for the car to stop, but Mr. Dung still did not comply, and crashed the dump truck into the front door of the traffic police car.
The patrol team chased the dump truck driver, who fled through many streets in the residential area, endangering people and vehicles. After being closely followed for 15 minutes, driver Dung drove to 164 Do Ba (My An Ward), parked the car in a resident's garage and tried to escape.

The working group of 3 officers and soldiers chased and controlled Dung, temporarily detained the vehicle, and handed it over to Ngu Hanh Son District Police to coordinate with Ngu Hanh Son District People's Procuracy to consolidate the case file for handling.
"The dump truck's inspection had expired for 9 years and was not safe for traffic, but the driver still ignored it, drove at high speed, drove into a resident's garage, and hid under the truck. Traffic police chased and controlled the vehicle, but fortunately no one was injured," said Lieutenant Colonel Phan Quang Phap.
