Viet Hung Investment Construction Trading Joint Stock Company was granted a license by the People's Committee of Nghe An province to exploit sand and gravel with a total reserve of 205,719m3 but with a term of up to 20 years. During its operation, from 2017 to present, it has continuously encountered opposition from the people because it has not completed legal procedures and caused landslides on the banks.
In 2018, after the sand and gravel mine of Viet Hung Investment and Construction Trading Joint Stock Company (abbreviated as Viet Hung Company) located at the confluence of Dinh River and Hieu River, the border between Nghia Hung Commune and Nghia Thinh Commune, Nghia Dan District (Nghe An) was put into operation. Since then, people in Tan Phu Hamlet, Nghia Hung Commune have unanimously prevented the exploitation activities because they believe that Viet Hung Company has not completed the compensation for production land and caused riverbank erosion... People in Tan Phu Hamlet believe that sand exploitation will affect their lives and production and protest against the decision of Nghe An Provincial People's Committee on granting mineral exploitation licenses and land leases to Viet Hung Company.
Mr. Nguyen Van Manh (head of Tan Phu hamlet) said: The area licensed for the mine to Viet Hung Company is alluvial land, used for short-term agricultural crops by Tan Phu hamlet residents since 2012. However, when granting the mine license and leasing the land, the local government and the investor did not carry out compensation procedures. The residents themselves have also petitioned many times but the problem has not been resolved.
It is known that on July 29, 2014, Nghe An Provincial People's Committee granted a license to Viet Hung Company to explore minerals in the Hieu River area for a period of 9 months. By May 2015, Viet Hung Company was approved for the value of the mineral exploitation rights with a total amount of 458,578,000 VND. On March 29, 2017, Nghe An Provincial People's Committee granted license No. 1253 on the license to exploit sand and gravel minerals for common construction materials by open-pit method to Viet Hung Company. The mining area is 4.43 hectares wide, with a reserve of 205,719m3, the lowest mining depth is up to +37m, with a term of 20 years from the date of licensing.
After many protests from the people, the authorities of Nghe An province have now requested Viet Hung Company to stop sand mining to review and resolve the problem. Mr. Tran Manh Ha - Vice Chairman of Nghia Dan District People's Committee said: The local government has just worked with Viet Hung Company and representatives of local people in Nghia Hung commune to resolve issues related to mining.
Specifically, after many unsuccessful dialogues, the People's Committee of Nghia Dan district has sent a document proposing the People's Committee of Nghe An province to consider adjusting the land lease decision and land lease contract for Viet Hung Company due to incomplete land lease procedures, on-site land allocation... Requesting Viet Hung Company to work with related families and individuals to negotiate and compensate when carrying out exploitation activities.
Nghia Dan District People's Committee also requested to temporarily suspend the sand and gravel mining activities of Viet Hung Company until the compensation for crops on the land is completed for the people, ensuring the conditions for land lease according to regulations. At the same time, it is necessary to conduct an early field inspection to have accurate assessment results on the complaints of households against Viet Hung Company for causing riverbank erosion, affecting agricultural production.
Mr. Tran Manh Ha added: After the meeting between the parties on the afternoon of October 31, Viet Hung Company agreed to stop exploitation to resolve the problems. The people also agreed to let the relevant parties organize measurements, extracts, and determine the affected area to have the earliest compensation plan.
