Regulations on industry preferential allowances and seniority allowances for teachers

I am a senior specialist at the Department of Education and Training (code 01.002). On August 1, 2024, I received a decision to work at a high school as a civil servant (code 01.002). Subsequently, the Department of Internal Affairs issued a decision to change my job classification and salary from senior specialist (code 01.002), level 1, coefficient 4.40, to the professional title of High School Teacher Grade II (code V.07.05.14), level 2, salary coefficient 4.34, effective from September 1, 2024.

I retained a differential coefficient of 0.06 during my tenure as a Grade II High School Teacher. My question is, as a civil servant at a high school with code 01.002 in August 2024, will I be eligible for the industry-specific preferential allowance and the teacher seniority allowance? The preferential allowance regime for teachers working in public educational institutions is applied according to Decision No. 244/2005/QD-TTg dated October 6, 2005, of the Prime Minister and related guiding documents. Accordingly, a 30% allowance applies to teachers directly teaching in junior high schools, high schools, general technical and vocational training centers, continuing education centers, vocational training centers in plains, cities, and towns; professional high schools, vocational schools; political training centers of districts, towns, and cities under provincial administration;

The seniority allowance for teachers in public educational institutions is implemented according to the regulations in Government Decree No. 77/2021/ND-CP dated August 1, 2021. Accordingly, teachers who have participated in teaching and education and contributed to compulsory social insurance for 5 years (60 months) are entitled to a seniority allowance equal to 5% of their current salary plus leadership position allowance and above-the-standard seniority allowance (if any). From the sixth year onwards, an additional 1% is added for each year (12 months).

According to your letter, as of August 2024, you held the rank of Senior Specialist, which is not part of the teacher professional title group. Therefore, you are not eligible for seniority allowance and professional incentive allowance for teachers in that month. These allowances will only apply from the time you are transferred to the professional title of High School Teacher (code V.07.05.14) on September 1, 2024.
