During the recent 8th session (late 2025) of the 10th Provincial People's Council, when contributing to the socio -economic development program for 2026 and the 2026-2030 period, many provincial People's Council delegates paid attention to discussing and contributing solutions for this work.
Many issues require continued attention.
Following the merger, Dong Nai province has a population of nearly 4.5 million people, of which over 421,000 are ethnic minorities, accounting for nearly 9.4% of the province's total population, comprising 37 ethnic groups. In 2025, ethnic affairs and social welfare in the province will continue to be ensured. The National Target Program for socio-economic development in ethnic minority and mountainous areas has basically achieved its set goals and plans; the lives of ethnic minority communities are increasingly improving. Ethnic minorities have confidence in the policies and laws of the Party and the State.
Besides the achievements, during the discussion of the socio-economic development program for 2026 and the 2026-2030 period at the 8th session of the 10th Provincial People's Council, many provincial People's Council delegates frankly acknowledged several issues that need continued attention. These include the continued difficulties faced by ethnic minority communities, the high risk of re-poverty, the unresolved illiteracy rate, and the lack of uniformity in health insurance coverage.
According to Ms. Le Thi Thai, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department: Recently, the Provincial Party Committee's Propaganda and Mass Mobilization Department conducted a working trip to assess the situation in border communes and ethnic minority areas in the province. Based on the assessment, the Department recognizes the need to implement more comprehensive solutions to better care for the lives of ethnic minority communities. These include continuing to support ethnic minorities in developing livelihoods suitable to the specific characteristics of each region and ethnic group; promoting production linked to value chains and stable consumer markets; strengthening vocational training based on practical needs, creating sustainable local jobs, combined with investment in essential infrastructure such as transportation, electricity, clean water, and digital infrastructure to serve production and improve the quality of life; and continuing to support housing, clean water, and food security for areas still facing many difficulties. Simultaneously, it aims to preserve and promote the cultural identity of ethnic groups in conjunction with community-based tourism development, creating additional livelihoods and increasing income for the people.
In addition, it is necessary to promote economic development among ethnic minority communities, fostering a spirit of self-reliance and self-improvement; supporting the development of traditional crafts and the preservation of valuable traditional cultural values. Ensuring health insurance coverage for all ethnic minority communities is crucial; simultaneously strengthening the capacity of grassroots healthcare, commune health stations, and village health services; increasing doctor rotations and promoting bilingual health communication so that people understand their rights and proactively access healthcare services…
Implement multiple synchronized solutions.
Comrade Ha Anh Dung, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Vietnam Fatherland Front Committee of the province, stated: Given the province's characteristics as a rapidly developing and diverse population, the requirements for ethnic affairs must be proactive, have a long-term vision, link the responsibilities of each level and sector, and involve the participation of the community.

Regarding some current situations and solutions, Comrade Ha Anh Dung stated: In implementing the National Target Program for socio-economic development in ethnic minority and mountainous areas, many localities still face difficulties due to obstacles related to bauxite mining and forestry land planning; inter-sectoral coordination is still slow; and many communes have not yet disbursed funds…Therefore, he requested the Provincial People's Committee to direct efforts to resolve obstacles, accelerate disbursement progress, and improve coordination among relevant agencies.
At the recent 8th session of the 10th Provincial People's Council, the Department of Ethnic Minorities and Religions advised the Provincial People's Committee to submit and the Provincial People's Council approved the Resolution on Support for Reputable Individuals Among Ethnic Minority Communities in Dong Nai Province and the Resolution on Support Policies for Ethnic Minority Students in Dong Nai Province. This contributes to caring for ethnic minority communities in the province.

According to Comrade Ha Anh Dung, currently, most officials in charge of ethnic affairs are new personnel with limited experience and access to policies. Therefore, it is necessary to organize in-depth training and policy-based group training, linking training with practical experience at the grassroots level. On the other hand, it is necessary to stabilize personnel in charge of ethnic affairs during the transition period to avoid disruptions that could interrupt work. It is also necessary to innovate the work of propaganda and mobilization among ethnic minorities, especially by incorporating propaganda content into community cultural activities, increasing accessibility and relevance; promoting the role of respected individuals and village elders; and linking propaganda with practical livelihood models to help people see the effectiveness and actively participate.
According to Vo Trong Hoa, Deputy Director of the Dong Nai Provincial Branch of the Social Policy Bank: It is necessary to build a centralized and easily accessible database on ethnic affairs. Based on this, the development and implementation of policies for ethnic minorities will be ensured to be practical, effective, and timely.
Based on local realities, the contributions of delegates, and the thoughts and aspirations of voters and the people, the Resolution on the Socio-Economic Development, National Defense and Security Plan for 2026 of Dong Nai province, adopted by the Provincial People's Council at its 8th session, clearly outlines many solutions in the section on implementation tasks to better care for the lives of ethnic minority communities.
This involves effectively implementing the Strategy for Ethnic Affairs in Dong Nai province for the period 2026-2030, with a vision to 2045, in accordance with Resolution No. 10/NQ-CP dated January 28, 2022, of the Government on the Strategy for Ethnic Affairs for the period 2021-2030, with a vision to 2045, adapted to the situation of Dong Nai province. It also includes effectively implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2026-2035. Furthermore, it involves continuing to innovate and improve the effectiveness and efficiency of state management in ethnic affairs; and enhancing the content and methods of disseminating the Party's guidelines and policies, and the State's laws to ethnic minority communities. Effectively implement policies to support those who have rendered meritorious services to the revolution, social welfare, sustainable poverty reduction, social security policies, childcare, gender equality, ethnic and religious policies, especially for ethnic minority areas, mountainous regions, and remote areas...
