
The health sector has strengthened and built a healthcare system to serve medical examination, treatment, and prevention, ensuring the provision of adequate medical examination, treatment, and primary healthcare for the people. Currently, the medical examination and treatment system in the province includes 4 provincial-level hospitals (1 general hospital; 3 specialized hospitals), 10 regional health centers, 65 commune/ward health stations, and 126 health station locations with over 2,000 hospital beds.
For provincial-level hospitals, the health sector focuses on developing specialized medical services. In recent years, the sector has invested hundreds of billions of VND in purchasing modern medical equipment and machinery to improve the capacity for diagnosing and treating complex diseases. In addition, these units are focusing on improving service attitudes, aiming for patient satisfaction.
Simultaneously, the grassroots healthcare system has focused on innovating the organization and operational mechanisms of the grassroots healthcare network, connecting it with specialized healthcare facilities at higher levels; strengthening investment in infrastructure, improving the quality of human resources, and creating momentum for the development of the grassroots healthcare system. In particular, the sector has directed healthcare facilities to consistently implement procedures and protocols effectively, expand their professional scope and capabilities, and standardize treatment protocols.
Currently, 100% of commune and ward health stations in the area have doctors working there, and 75% of these health stations are able to perform at least 90% of the technical service catalog for the commune level and manage the treatment of chronic diseases in the community.
In addition to improving professional quality, the health sector is also focusing on digital transformation and the application of information technology to serve medical examination and treatment activities. Currently, 100% of public medical examination and treatment facilities in the province are using hospital information management software. By November 2025, the rate of cashless payments at medical examination and treatment facilities will reach 77.07%; the rate of medical examination and treatment using citizen identification cards will reach 86.27%; and the rate of the population managed by electronic health records will reach over 96%. All hospitals in the province have completed the implementation of electronic medical records to replace paper medical records. Furthermore, the "telemedicine" project has been effectively implemented by hospitals and regional health centers, helping people in remote areas access medical services more easily.
Simultaneously, preventive healthcare and disease control efforts in the area have been effectively implemented. Other infectious diseases are scattered, and outbreaks, upon detection, are promptly handled, monitored, investigated epidemiologically, contained, and disease control activities are implemented. In addition, population and family planning, food safety and hygiene, disease prevention and control, social welfare, and childcare are effectively addressed.
With many practical solutions, in the first 11 months of 2025, public health facilities provided medical examinations to over 1.1 million people, achieving 120% of the annual plan. Currently, 100% of communes and wards meet the National Criteria for Commune Health. The ratio is 11.5 doctors per 10,000 people; 34 hospital beds per 10,000 people; and the rate of people participating in health insurance has reached 95%.
Mr. Phan Lac Hoai Thanh, Deputy Director of the Department of Health, stated: To ensure healthcare coverage for everyone, in the coming time, the health sector will focus on investing in and perfecting smart healthcare platforms, especially electronic health records and telemedicine; investing in more facilities and equipment and strengthening training for medical staff at the provincial level, regional health centers, and commune/ward health stations to further improve the quality of healthcare services at all levels. At the same time, we will continue to strengthen inspection and supervision of the quality of medical examination and treatment at public hospitals, especially improving the spirit and attitude of healthcare staff to enhance service quality and service.
Universal health coverage is not just a simple health goal, but also a solid foundation for building a just, cohesive, and sustainably developing society. Through efforts to improve the quality of the healthcare system, the health sector is actively bringing high-quality medical services to the people, ensuring quality of life and social welfare.
