A representative from the Vietnam Oil Corporation (PVOIL) stated that the company is currently selling E10 gasoline at 50 stores in Hanoi , Hai Phong, Ho Chi Minh City, Da Nang, and Quang Ngai. “By early January 2026, we will widely distribute bio-gasoline throughout all provinces and cities nationwide for consumers to use, in preparation for the June 1st deadline when E10 and E5 gasoline will be mandatory,” the PVOIL representative said.
According to Mr. Tran Ngoc Nam, a member of the Board of Directors and Deputy General Director of Petrolimex , the company is currently conducting a pilot program selling bio-gasoline at 40 stores in Ho Chi Minh City and Quang Ngai.
“On average, each sales point supplies about 50m³ of E10 RON95 fuel daily. The majority of customers are administrative and public service units using state budget funds, transportation units, and ride-hailing and service vehicles. Currently, E10 bio-gasoline is sold at 19,820 VND/liter, 260 VND/liter lower than unleaded RON95 gasoline; while E5 RON92 bio-gasoline is priced at 19,610 VND/liter,” Mr. Nam informed.

Is the supply of E10 sufficient for the entire country?
According to Mr. Tran Ngoc Nam, the domestic supply of ethanol for blending E10 gasoline currently meets about 60% of the demand, with the remaining 40% having to be imported.
For Petrolimex specifically, the company has proactively contacted domestic and international suppliers. Currently, its two domestic ethanol production plants can meet part of the demand. The remaining shortfall will be supplemented from foreign suppliers, with sources from the US, South Korea, Singapore, and the Philippines.
Petrolimex has 7 biofuel blending depots located in key areas nationwide, with a total blending capacity estimated at 6,000,000 - 6,100,000 m³/year of biofuel. To implement the government 's roadmap for biofuel business, the company is reviewing and developing plans to renovate and upgrade its technical infrastructure for blending and mixing, ensuring increased supply for Petrolimex's distribution system.
However, a representative from Petrolimex also noted the difficulties in deploying bioethanol fuel nationwide. According to current Vietnamese regulations, the oxygen content for E10 gasoline is strictly regulated (not exceeding 3.7% by weight). To meet this requirement, the base gasoline used for blending must have an oxygen content of "0," resulting in higher import costs compared to conventional gasoline. This makes it difficult to secure a source of base gasoline, increasing costs and the price of blended E10 gasoline.
Therefore, Petrolimex has proposed to the Government to adjust QCVN 01:2022/BKHCN regarding the "Oxygen Content" indicator, increasing it due to the blending of Ethanol, to match the domestic and regional base gasoline sources. At the same time, there should be preferential pricing policies in the initial phase to encourage organizations and individuals to consume E10 gasoline.

Official roadmap for E10 gasoline
Deputy Prime Minister Bui Thanh Son has just signed Decision 46, completely repealing Decision 53/2012 of the Prime Minister on the issuance of a roadmap for applying the blending ratio of biofuels with traditional fuels.
Therefore, Decision 53/2012 is no longer legally valid. All regulations in this decision, including the roadmap, timing, and mandatory blending ratio of biofuels (such as E5, E10) into traditional gasoline and diesel, are no longer applicable.
Previously, the Ministry of Industry and Trade also issued Circular 50/2025 stipulating the roadmap for applying the blending ratio of biofuels with traditional fuels in Vietnam. The Circular takes effect from January 1, 2026.
Specifically, from June 1, 2026, unleaded gasoline (according to current national technical standards) must be blended into E10 gasoline (mixing 10% ethanol with unleaded gasoline) for use in gasoline engines nationwide.
At the same time, the blending and mixing of E5 RON92 gasoline (mixing 5% ethanol with RON92 gasoline) for use in gasoline engines will be implemented until the end of December 2030.
Furthermore, B5 and B10 biodiesel are not yet required to be blended for use in diesel engines. The Ministry of Industry and Trade encourages organizations and individuals to participate in the production and trading of these biodiesel products.
Deputy Prime Minister Bui Thanh Son requested the Ministry of Industry and Trade and other ministries and agencies to assess the capacity for domestic and imported ethanol production, supply, and distribution, as well as the costs and impact on E10 gasoline prices; review the blending capacity of key enterprises, determine their ability to meet the roadmap, and clarify responsibilities when supply requirements are not met.
Simultaneously, determine the scientific basis, the agency responsible for assessment, and the mechanism for inspecting and monitoring the quality and technical safety of E10 gasoline.
