The Ho Chi Minh City People's Committee has just issued an urgent document regarding the policy on organizational structure and personnel management to implement the streamlining and reorganization of the organizational structure according to Resolution No. 18.
Accordingly, the Chairman of the People's Committee of Ho Chi Minh City requested the heads of departments, agencies, specialized bodies, public service units, 100% state-owned enterprises under the People's Committee of the city, and the Chairmen of the People's Committees of districts, counties, and Thu Duc City to closely adhere to and strictly implement the policies and requirements of Resolution 18.
At the same time, it is necessary to effectively carry out ideological work to raise awareness and responsibility among government leaders, functional agencies, specialized departments, and public service units, especially heads and leading and managerial staff, creating unity, consensus, and high determination to continue effectively implementing Resolution 18 in conjunction with related Party policies.

The Chairman of the People's Committee of Ho Chi Minh City has instructed the heads of specialized agencies, public service units, the Chairmen of the People's Committees of districts, counties, and Thu Duc City, and the leaders of 100% state-owned enterprises under the People's Committee of the city to review and propose plans for streamlining the organizational structure; review internal work processes, and apply information technology to improve the efficiency of task performance.
The general requirement is that the new organizational structure must be better than the old one and become operational immediately; there should be no disruption to work, no time gaps, no vacant areas or sectors; and it should not affect the normal activities of society and the people.
Streamlining the organizational structure goes hand in hand with reducing the number of personnel and restructuring the workforce of officials and civil servants to ensure they possess the necessary qualities and capabilities to meet the demands of their tasks.
From December 1, 2024, until the completion of the organizational restructuring according to the central government's guidelines, Ho Chi Minh City will temporarily suspend the recruitment of civil servants, including those at the commune level; and temporarily suspend the plan to pilot the competitive examination for leadership and management positions at the departmental level and equivalent in 2024 as stipulated in Decision 3549/2024 of the Chairman of the People's Committee of Ho Chi Minh City.
For state agencies, units, and enterprises slated for restructuring and streamlining: temporarily suspend the processing of applications for approval of policies on consolidation, appointment, transfer, rotation, and nomination of candidates for higher leadership and management positions until the organizational restructuring is completed.
In addition, the process of reappointment, extension of tenure, retirement, acceptance of resignation, and termination of employment at the employee's request will continue to be implemented.
For state agencies, units, and enterprises not subject to planned restructuring and streamlining: temporarily suspend the processing of applications for approval of policies to consolidate leadership and management positions.
Regarding positions under the management of the Standing Committee of the City Party Committee and the People's Committee of Ho Chi Minh City, a policy for restructuring has been implemented: the Department of Internal Affairs is tasked with leading and coordinating with relevant agencies, units, and state-owned enterprises to review the structure, number of personnel, and task requirements in order to advise the Party Committee of the People's Committee of the city for consideration and decision.
Continue processing applications for: reappointment, extension of tenure, retirement, acceptance of resignation, and voluntary termination of employment.
The Chairman of the People's Committee of Ho Chi Minh City requests that heads of agencies, organizations, units, and localities urgently and seriously implement the above-mentioned contents to carry out the restructuring and streamlining of the organizational apparatus.
