Increase capacity of Gia Binh airport, reduce load for Noi Bai

(Chinhphu.vn) - The Civil Aviation Authority of Vietnam has just reported to the Ministry of Construction to propose adjusting the Master Plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050, according to simplified procedures and order, to add Gia Binh International Airport.

Because airspace capacity is limited, increasing Gia Binh's capacity will not increase the shared airspace capacity, but will force Noi Bai to adjust its capacity accordingly.

According to the Civil Aviation Authority of Vietnam, the airspace of Gia Binh International Airport is located near the approach control area of Noi Bai International Airport, with a distance of only about 43km.

Because airspace capacity is limited, increasing Gia Binh's capacity will not increase the shared airspace capacity, but will force Noi Bai to adjust its capacity accordingly, and at the same time reallocate traffic between the two airports.

Adjusting capacity of 2 airports Noi Bai and Gia Binh

From here, the Civil Aviation Authority of Vietnam believes that along with adjusting the planned capacity of Gia Binh International Airport, it is necessary to adjust the corresponding capacity of Noi Bai International Airport in the Master Plan of airports.

Specifically, Gia Binh International Airport, adjusted for the 2021-2030 period, has an expected capacity of about 30 million passengers/year; with a vision to 2050, the expected capacity is about 50 million passengers/year.

For Noi Bai International Airport, the adjusted period 2021-2030 has an expected capacity of about 35 million passengers/year; the vision to 2050 has an expected capacity of about 60 million passengers/year.

Increase total investment

This adjustment entails a change in the total land use area of the entire airport system and a re-estimation of investment costs. Currently, the investment cost for the national airport system by 2030 is estimated at about VND443,000 billion, but this figure needs to be updated when adding Gia Binh airport.

The Civil Aviation Authority also recommended that the Ministry of Construction review and update the appendices in Decision No. 648/QD-TTg dated June 7, 2023 of the Prime Minister, to ensure consistency with Decision No. 347/QD-BXD dated April 3, 2025 - which added Gia Binh International Airport to the list of airports.

The planning adjustment is considered necessary to synchronize the aviation infrastructure system, while serving the socio -economic development goals and ensuring national defense and security of the locality and the whole country in the long term.

The Ministry of Construction has approved the adjustment of the Gia Binh International Airport Planning for the period 2021-2030, with a vision to 2050 in Decision No. 408/QD-BXD dated April 11, 2025, determining the design capacity for the period 2021-2030 of about 5 million passengers/year and the vision to 2050 of about 15 million passengers/year; land use demand for the period 2021-2030, with a vision to 2050 of about 408.5 hectares.

After that, the Ministry of Construction issued a document implementing the procedure to adjust the National Airport System Planning for the period 2021-2030, with a vision to 2050, following a simplified procedure to adjust and supplement Gia Binh International Airport to meet the target of a capacity of about 30 million passengers by 2030 and 50 million passengers by 2050.

This adjustment aims to ensure consistency with the Master Plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050, while meeting the requirements of socio-economic development, security and defense of the locality and the whole country.
