On January 29, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 10/CD-TTg on strengthening solutions to ensure traffic order and safety during the Lunar New Year and the 2024 Spring Festival.
It is forecasted that during the Lunar New Year and the 2024 Spring Festival, traffic density will increase very high, with a high risk of traffic disorder and safety; to prevent traffic accidents and maintain traffic order and safety to serve people across the country to celebrate the New Year and festivals to ensure safety and security, the Prime Minister requested the Minister of Public Security to resolutely direct the police of units and localities to deploy plans to patrol, strictly control, and strictly handle all violations of traffic order and safety, especially on roads, especially highways.
The Ministry of Public Security focuses on handling violations that are direct causes of traffic accidents and traffic jams such as violating regulations on alcohol concentration, exceeding the prescribed speed limit, carrying more people than the prescribed number, driving in the wrong lane, going in the wrong direction, stopping and parking illegally, turning around, avoiding and overtaking illegally, not wearing helmets when riding motorbikes, not giving way to priority vehicles, entering the emergency lane...
The Minister of Public Security shall prevent and thoroughly handle cases of illegal racing, gatherings that cause public disorder, violations when crossing level crossings, watercraft carrying more than the safe waterline, unregistered and uninspected vehicles, vehicles that do not ensure technical safety, are not equipped with life-saving and rescue equipment, and vehicle operators without a driver's license, degree, or professional certificate.
The Minister of Transport directed the Vietnam Road Administration to have solutions to tighten control of transport business vehicles through journey monitoring devices, promptly handle vehicles that violate the law, especially speeding violations.
The Prime Minister requested to ensure that the non-stop electronic toll collection system operates smoothly; coordinate with relevant agencies to immediately deploy the non-stop electronic toll collection method at airport and seaport toll stations, connect and synchronize with the non-stop electronic toll collection system nationwide according to authority and in accordance with legal regulations; and prevent traffic congestion at toll stations.
The Ministry of Health directs health departments and medical examination and treatment facilities nationwide to increase medical personnel, vehicles, equipment, and medicines to ensure the highest capacity in rescuing traffic accident victims and minimizing human losses in the event of traffic accidents.
Chairmen of provincial People's Committees shall proactively lead and direct resolutely, promptly and effectively to prevent and minimize traffic accidents, ensuring the best safety for people's lives, health and property; and have solutions to strictly control and prevent particularly serious traffic accidents from occurring in the area. Chairmen of provincial People's Committees shall be fully responsible to the Prime Minister for ensuring traffic order and safety in their localities.
Ministries, branches and localities assign competent persons to organize 24/7 duty, report on the situation of ensuring order and traffic safety during the 7-day Tet holiday of Giap Thin (from February 8 to February 14, ie December 29, Quy Mao year to January 5, Giap Thin year) to the National Traffic Safety Committee for synthesis and reporting to the Prime Minister.
