Implementing Decision No. 81/2014/QD-TTg of the Prime Minister , in recent years, the coordination between the Farmers' Association and authorities at all levels and sectors in receiving citizens and resolving KNTC of farmers in the province gradually entered into order and was effectively implemented.
The Provincial Farmers' Association has coordinated with the Provincial Inspectorate to propose the Provincial People's Committee to issue a Decision to establish a Provincial Steering Committee for participating in resolving complaints and denunciations among farmers. Every year, localities sign a coordination program with the Vietnam Fatherland Front Committee and socio-political organizations, including implementing coordinated activities to receive citizens to resolve complaints and denunciations.
The work of propagating and mobilizing the people in general and farmers in particular in implementing the Party's policies and the State's laws, especially those related to land, compensation, site clearance, receiving citizens, and resolving complaints and denunciations has achieved certain results. Thereby, farmers' legal awareness has increased, they have complied with the Party and State's policies and laws, and many households have handed over their land ahead of schedule. Maintain good coordination regulations between the Farmers' Association and the People's Committees at the same level; at the same time, actively advise and propose to local Party committees and authorities to pay attention to investing in agricultural and rural development, building new rural areas, ensuring rural security, and maintaining the great national unity bloc.
Over the past 10 years, the Association at all levels has coordinated with the Justice sector to organize 475 legal consultation sessions, providing legal aid to 12,695 people; coordinated with the Department of Natural Resources and Environment to propagate the Land Law, conduct training, propaganda, dialogue and direct consultation in land acquisition and compensation work; coordinated with the Provincial Inspectorate to propagate the law to receive citizens, resolve complaints and denunciations... Based on the coordination plan in grassroots mediation work between the Association and the Department of Justice, the provincial and local levels regularly pay attention to building and perfecting the activities of 1,548 mediation teams with the participation of 8,936 mediators, of which 1,206 mediators are Farmers' Association officials (100% of villages and residential areas with Farmers' Association branches send Association officials to participate in the mediation team)...
Promoting the effective role of supervision and criticism in protecting the rights and interests of members when participating in resolving complaints and denunciations, the Provincial Farmers' Association directly participates in protecting the legitimate and legal rights and interests of members, effectively resolving many cases. Typically, in 2018, the association chaired the reception, reflection, and proposal to the Provincial People's Committee a number of solutions to resolve the petitions of fishermen exploiting aquatic and marine products using octagonal cages in the province; organized conferences to propagate and disseminate legal and provincial regulations on the protection and development of aquatic resources associated with listening to and reflecting the situation of fishermen; appraised and disbursed 2 Farmers' Support Fund projects with an amount of 1 billion VND for 20 fishing households to borrow to change their jobs. Coordinate with the Vietnam Fatherland Front and socio-political organizations of the province to receive and handle 7 petitions, complaints and denunciations from union members, association members and people related to land issues, appeals against court judgments... research and advise on 2 cases to protect the legitimate rights and interests of union members and association members.
In some complicated cases, after the Provincial Farmers' Association got involved and found that the people's complaints were well-founded, it proposed that the Chairman of the Provincial People's Committee agree to resolve them, helping people receive compensation of more than 11 billion VND, and at the same time reviewing the staff who advised and assisted in the process of resolving the case.
In the period of 2015-2024, the heads of Party committees at 3 levels in the province conducted 16,995 regular meetings with 8,012 citizens in 5,732 cases; organized 106 direct dialogues with citizens, including 101 large groups; received 97 unscheduled meetings with 242 citizens in 104 cases. The Chairman of the Provincial People's Committee and authorized deputies; Chairmen of the People's Committees at district and commune levels; heads of departments, branches and sectors of the province also conducted 51,432 meetings with citizens, including 1,275 unscheduled meetings; with a total of 42,711 citizens received. The number of complaints and denunciations through citizen reception was 4,463 cases.
In the first quarter of 2024, the province received 1,698 citizens corresponding to 948 cases (down 15.58% compared to the same period in 2023); received 2,405 petitions (down 12.45%). Of the petitions and cases eligible for handling, 1,996 were (1,802 cases), agencies and units resolved 803 cases; of which, 117/229 were complaints, 3/7 were denunciations, and the rest were petitions and reflections. Of the petitions and complaints, 70% were from farmers.
From 2015 to the end of May 2024, Farmers' Associations at all levels participated in more than 1,685 dialogues, mainly on compensation for site clearance and land use conversion.
Although there are still many complaints and denunciations, they are resolved promptly, limiting outstanding issues and not forming hot spots; mass complaints, the situation of backlog of complaints and denunciations, and complicated and prolonged complaints and denunciations have decreased compared to previous years.
The Provincial Farmers' Association directed and guided the establishment of 11 models of "Farmers' Association participating in receiving citizens, resolving complaints and denunciations of farmers associated with implementing the Grassroots Democracy Regulations and participating in social supervision and criticism" in 9 localities. The whole province currently has 152 "Farmers with the Law" Clubs with over 7,650 members, which are both a network of legal propagandists and a grassroots team that grasps information among the people, promptly reconciles and resolves conflicts and problems of members right at the grassroots level, contributing to reducing the rate of complaints going beyond the level.
Thanks to the synchronous and close coordination between sectors and farmers' associations at all levels, there has been a strong change and positive results in resolving farmers' complaints and denunciations, contributing to stabilizing the local political security and social order.
