Strengthening scientific and technological cooperation between Vietnam and the Russian Federation

On May 8, 2025, within the framework of General Secretary To Lam's official visit to the Russian Federation, Minister of Science and Technology Nguyen Manh Hung had a working session with Minister of Science and Higher Education of the Russian Federation Valery Nikolaevich Falkov to comprehensively promote cooperation programs between the two countries in the field of science and technology.

At the meeting, the two Ministers specifically discussed the implementation and expansion of joint research cooperation programs; establishing a connection mechanism between research institutes and universities of the two countries; and establishing a joint working group of the two ministries to support institutes, schools and technology enterprises of the two countries in developing cooperation projects.

To effectively exploit each country's potential in start-ups and innovation, the two sides agreed to consider establishing a Vietnam-Russia Innovation Center, which will act as a focal point for receiving requests, providing advice, supporting technology transfer, finding partners, promoting scientific research programs, commercialization and product development.

At the end of the working session, the two Ministers signed a Cooperation Agreement on organizing the selection of joint scientific research projects.

This is the first time the two Ministries have officially signed a Cooperation Agreement to create a basis for planning and implementing joint research projects with specific milestones each year, in the 10-year period (2025-2035). It is expected that this Agreement will be officially awarded after the talks between General Secretary To Lam and Russian President Vladimir Putin on May 10, 2025.

Cooperation in science and technology between Vietnam and the Russian Federation is entering a new phase, with both sides prioritizing resources and creating flexible, breakthrough mechanisms to effectively exploit the potentials and strengths of each country, making science and technology an important pillar in developing the Vietnam-Russian Federation Comprehensive Strategic Partnership./.
