Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 13/CD-TTg dated February 6, 2024 on strengthening logistics connectivity to promote consumption and export of agricultural, forestry and fishery products.

Strengthening logistics connectivity to promote consumption and export of agricultural, forestry and fishery products.

Telegrams sent to the Ministers of the Ministries of Agriculture and Rural Development, Industry and Trade, Planning and Investment, Transport, Finance, Foreign Affairs ; Chairmen of the People's Committees of provinces and centrally-run cities; Chairman of the Vietnam Logistics Service Enterprises Association and Agricultural Industry Associations.

The dispatch clearly stated: The logistics system infrastructure is very important to the overall economy in general and to agricultural and rural development in particular. In recent years, the State has paid attention to investing in developing the logistics system to promote socio-economic development, create favorable conditions for people, cooperatives, and enterprises, connect production with consumption, and export of agricultural, forestry, and fishery products, contribute to stabilizing food security, ensuring quality and safe food sources for domestic consumption and export, and making great contributions to the socio-economic development of our country in recent years. However, compared to the current production capacity, potential, and agricultural advantages, the logistics system is still a bottleneck in connecting production and bringing agricultural products to domestic and international markets in general, and markets of neighboring countries such as China in particular; Road, sea and air transport connections according to traditional consumption methods are still not really effective, consumption methods through e-commerce are still lacking and limited, leading to high logistics costs, reducing the competitiveness of Vietnamese agricultural products. In the current context and the following years, there are many unstable factors, opportunities and challenges intertwined, perfecting the logistics system infrastructure to serve production, domestic consumption and export is extremely important and needs to be identified as one of the key tasks in agricultural and rural development.

In order to quickly complete the logistics system to connect and produce agricultural products, better serving agricultural and rural development in the new situation, the Prime Minister requested the Ministers of the Ministries of Agriculture and Rural Development, Industry and Trade, Planning and Investment, Transport, Finance, and Foreign Affairs; Chairmen of People's Committees of provinces and centrally run cities; Vietnam Logistics Service Enterprises Association and Agricultural Industry Associations to urgently implement the following tasks:

1. The Ministry of Agriculture and Rural Development presides over and coordinates with relevant ministries, agencies and localities.

a) Urgently complete and submit to the Prime Minister for consideration and approval the Project "Developing a logistics service system to improve the quality and competitiveness of Vietnamese agricultural products by 2030 with a vision to 2050" to serve as a basis for organizing and implementing tasks and solutions to develop an agricultural logistics system to meet immediate and long-term practical requirements.

b) Coordinate with localities to review and supplement the planning of agricultural logistics service centers.

c) Preside over and coordinate with the Ministry of Industry and Trade to organize training courses to improve knowledge and capacity on logistics, supply chains in general and agricultural logistics chains in particular for central and local managers, enterprises and cooperatives operating in the agricultural sector.

d) Preside over and coordinate with the Ministry of Industry and Trade and the Ministry of Foreign Affairs to specify the contents of the Vietnam-China Joint Statement and signed cooperation documents on agricultural cooperation, opening agricultural markets, promoting the diversification of traditional distribution channels through wholesale markets and agricultural logistics service centers between border gates of the two countries, and creating favorable conditions for official agricultural trade through e-commerce platforms.

2. The Ministry of Industry and Trade presides over and coordinates with relevant ministries, agencies and localities to:

a) Urgently develop and submit to the Prime Minister for approval the "Vietnam Logistics Services Development Strategy for the period 2025 - 2035, with a vision to 2045".

b) Preside over and coordinate with the Ministry of Agriculture and Rural Development to promote trade promotion activities and connect cooperation in the field of logistics services; support businesses to effectively build agricultural supply chains associated with logistics services to international markets.

3. The Ministry of Planning and Investment shall preside over and coordinate with relevant ministries, agencies and localities to:

a) Review and balance, allocate capital for developing transport infrastructure, infrastructure for agricultural logistics centers; guide the use of capital to deploy, effectively and on schedule implement programs, tasks and projects to develop agricultural logistics systems.

b) Guide enterprises and cooperatives to implement mechanisms and policies related to the development of agricultural logistics services and investment in the construction of agricultural logistics centers.

c) Advise the Government on policies to attract domestic and foreign investment capital, encourage economic sectors to participate in investment in the field of agricultural logistics services and develop agricultural logistics infrastructure.

4. The Ministry of Finance shall preside over and coordinate with relevant ministries, agencies and localities to:

a) Reform procedures and modernize the customs procedure system to facilitate agricultural trade.

b) Preside over and coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, and the Ministry of Foreign Affairs to discuss with the General Administration of Customs of China to build and expand a pilot model of smart border gates associated with traceability control.

c) Based on the balancing capacity of the central budget, on the basis of the proposal of the Ministry of Agriculture and Rural Development and relevant ministries and branches and the tasks approved by competent authorities, synthesize in the annual regular expenditure estimates of the central budget, submit to competent authorities for consideration and decision on budget allocation in the expenditure estimates of ministries and central agencies according to the provisions of the State Budget Law and guiding documents to implement programs, tasks and projects on developing the agricultural logistics system.

5. The Ministry of Transport shall preside over and coordinate with relevant ministries, agencies and localities to:

a) Prioritize investment in new construction, renovation, and complete upgrading of the transportation system connecting centers in the agricultural logistics service system and supporting the development of agricultural supply chains via road, waterway, rail, and air to facilitate and save domestic transportation and logistics costs.

b) Preside over and coordinate with the Ministry of Industry and Trade to discuss and work with the Ministry of Transport of China, the State Railway Administration of China, the Civil Aviation Administration of China and the authorities of the border provinces of China on urgent and medium- and long-term solutions to help optimize costs and transportation time of agricultural, forestry and fishery products; in the immediate future, support the exploitation of the Vietnam-China international railway container transport route to increase the volume of agricultural, forestry and fishery products transported by rail to minimize congestion and road congestion at border gates in recent times.

c) Focus on organizing solutions to modernize the railway system and improve the capacity of transporting goods by rail to increase the volume of agricultural, forestry and fishery products exported to China. In the immediate future, soon unify technical standards and connect the railway system at Lao Cai border gate (Lao Cai province) to facilitate the delivery of goods by rail at this border gate.

d) In the first quarter of 2024, preside over and coordinate with the Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade to discuss and work with the Chinese side to optimize transportation costs and trade procedures, quickly build specialized roads for agricultural products at the pairs of secondary border gates (Lang Son, Cao Bang, Lao Cai, Quang Ninh, Lai Chau, Ha Giang) to connect the traffic axes under construction to promote and create favorable conditions for local residents and businesses of the two countries, quickly meeting the needs of both sides.

6. Provinces and centrally-run cities

a) Review, adjust and supplement the planning and structure of local agricultural, forestry and fishery production associated with the development of agricultural logistics infrastructure and services and regulate the operating model of agricultural logistics service centers.

b) Coordinate with the Ministry of Agriculture and Rural Development to review and supplement agricultural logistics service centers for approval by competent authorities; support land and essential infrastructure for the construction of agricultural logistics centers.

c) Develop mechanisms and policies according to authority, encourage and attract capable enterprises, organizations and individuals to participate in investing in construction, management and operation of agricultural logistics service centers in the area.

d) Forming production and consumption chains for agricultural products in key raw material areas and reorganizing production according to the model of cooperatives and cooperatives linked with enterprises to provide agricultural products that ensure quality, safety and sustainability through the agricultural product logistics service center system.

7. Vietnam Logistics Services Business Association and Agricultural Industry Associations

a) Linking and cooperating to establish an agricultural logistics chain, applying technology, digital transformation, and innovating business models to reduce logistics costs, increase product value, and promote exports.

b) Mobilize and encourage members to participate in implementing agricultural supply chains and tasks and solutions to develop agricultural logistics systems from raw material areas to consumption markets./.
