Strengthening anti-doping for a healthy and fair sport

With the aim of raising awareness of anti-doping, preventing athletes from using banned substances and banned methods in sports activities; protecting the rights and obligations of athletes towards a healthy, fair, doping-free sport. Therefore, education and communication are among the top priorities in anti-doping in sports activities.
The anti-doping organization in Vietnam is responsible for planning and organizing the implementation of doping testing samples. Ensure that the sampling, preservation and transportation of samples comply with the provisions of the World Anti-Doping Code and relevant international standards. Doping sample collectors must be trained and certified according to the provisions of the World Anti-Doping Code and relevant international standards. Within 05 working days from the date of receiving the doping test results, the anti-doping organization in Vietnam shall notify the test results in writing. [caption id="attachment_1264456" align="aligncenter" width="500"] Photo Collection[/caption] For athletes who do not violate the World Anti-Doping Code when prohibited substances or prohibited methods are detected in the sample or in their possession if they have an appropriate Therapeutic Exemption allowing the use of prohibited substances or prohibited methods as required. The Director of the Vietnam Anti-Doping Agency shall establish a Therapeutic Exemption Council in accordance with the International Standards on Therapeutic Exemption to review the reasonableness of the treatment for the athlete's Therapeutic Exemption application. According to regulations, within 03 working days from the date of receiving the conclusion of the Results Management Council, the Vietnam Anti-Doping Agency shall notify the Conclusion of the Council to the athlete, national sports associations, units using athletes and related organizations and individuals. Within 21 days from the date of receipt of the conclusion of exemption due to treatment, the conclusion of handling the violation, the athlete, individual and related organization have the right to make a professional complaint or appeal against the conclusion of exemption due to treatment, the conclusion of handling the violation. For WADA's protests, the right to appeal and the time limit for appeal are stipulated in the World Anti-Doping Code. The Department of Physical Training and Sports is responsible for submitting to the Minister of Culture, Sports and Tourism for promulgation, under its authority, documents, strategies, policies and plans on anti-doping in sports activities. Build a team of collaborators and volunteers for doping testing, develop education, communication and anti-doping programs. Coordinate with press agencies under the Ministry of Culture, Sports and Tourism to carry out anti-doping education and communication. Instruct athletes to provide accurate and updated information on their accommodation and training, treatment exemption records and other forms in accordance with the World Anti-Doping Code and relevant international standards. Manage and protect anti-doping data in accordance with the World Anti-Doping Code, international standards on the protection of privacy and personal information, and the provisions of Vietnamese law. Coordinate with anti-doping agencies and international organizations to strengthen anti-doping work in sports activities. Monitor and urge the implementation of conclusions on handling violations of anti-doping in sports activities. Perform other tasks specified in the World Anti-Doping Code. Regarding the responsibilities of the Department of Culture, Sports and Tourism; The Department of Culture and Sports develops a plan and coordinates with the Anti-Doping Organization in Vietnam to organize implementation, education, and communication on anti-doping; regularly inspect, monitor, and urge the implementation of anti-doping work for athletes, coaches, and medical staff under its management. Disciplinary action shall be taken against athletes, coaches and individuals involved in violations of anti-doping regulations. The responsibility of the Vietnam Olympic Committee, the Vietnam Paralympic Association and national sports associations shall be to develop professional codes of conduct and professional ethics standards for athletes, coaches and sports referees in connection with anti-doping. Coordinate with the Anti-Doping Organization in Vietnam to organize training and dissemination of knowledge on anti-doping for medical staff, coaches and athletes participating in sports training and competitions. Additional disciplinary action shall be taken in accordance with the organization's Charter if deemed necessary for athletes, coaches and officials under their management who violate anti-doping laws outside the provisions of the World Anti-Doping Code. Respect the autonomy and do not interfere in the decisions and activities of the Anti-Doping Organization in Vietnam according to the provisions of the World Anti-Doping Code. Properly perform the roles and responsibilities according to the provisions of the World Anti-Doping Code. National Sports Associations are responsible for coordinating with the Anti-Doping Organization in Vietnam to investigate and provide information related to violations of the World Anti-Doping Code. Coordinate with the Vietnam Anti-Doping Organization to implement education and communication programs on doping prevention for athletes, coaches, and medical staff at training facilities. Responsibilities of medical staff and coaches to comply with the provisions of the World Anti-Doping Code and Vietnam's anti-doping laws. Regularly study, improve knowledge, update information on prohibited substances and prohibited methods in sports training and competition and regulations on Therapeutic Exemption. Propagate, educate, and prevent violations of the World Anti-Doping Code. Guide athletes to complete the Treatment Exemption profile, residence and training profile. Coordinate with the Anti-Doping Organization in Vietnam to investigate violations of the World Anti-Doping Code. Properly perform the roles and responsibilities as prescribed by the World Anti-Doping Code. Regarding the responsibility of athletes to comply with the provisions of the World Anti-Doping Code and the laws on anti-doping in Vietnam. Regularly study, improve knowledge, update information on prohibited substances and prohibited methods in sports training and competition and regulations on Therapeutic Exemption, strictly comply with the conclusion of handling violations. Coordinate with the Anti-Doping Organization in Vietnam to investigate violations of the World Anti-Doping Code.
