Strengthening management of sand and gravel exploitation and trading activities on riverbeds

On April 24, 2025, the Provincial People's Committee issued a document directing departments, branches and localities to urgently implement measures to manage the exploitation, gathering and trading of river sand and gravel in the area.

According to the directive, recently, the press has reported that some licensed sand mines have experienced price increases, price pressure, limited exploitation, “collusion”, and “collusion” in buying and selling activities, causing difficulties in supplying construction materials for public investment projects and other projects. In addition, some sand storage sites are being investigated and verified, although they have been sealed, there is still a situation of secretly transporting sand for consumption.

To strengthen the management of this activity, the Chairman of the Provincial People's Committee requested relevant units to implement many drastic measures. The Department of Agriculture and Environment was assigned to require licensed enterprises to organize exploitation in accordance with regulations and report the results before April 28, 2025.

The Department of Construction shall preside over and coordinate with relevant units to request enterprises to strictly declare, post and publicize the selling prices of materials according to Decision No. 18/2023/QD-UBND. At the same time, "absolutely do not hoard, stockpile, speculate, raise prices, squeeze prices, or sell at prices higher than the declared prices".

The People's Committees of districts, towns and cities are assigned to strengthen inspection of price posting, coordinate the protection of sealed sand storage sites, and monitor mines that have expired or are temporarily suspended. Local authorities will be held responsible before the law if violations occur in mineral exploitation activities in the area without timely measures to prevent and handle them.

The Tax Department of Region X and the Provincial Market Management Department are also required to strengthen inspection of compliance with regulations on price declaration and price posting and strictly punish violations.

The Provincial Business Association is requested to disseminate and thoroughly educate organizations and individuals in the industry about compliance with regulations, and at the same time prioritize the provision of materials for projects and works using state budget sources.
