Civil servant and public employee salaries increased by 30.6%

At the press conference, Minister of Home Affairs Pham Thi Thanh Tra said that on the morning of June 19, the Politburo decided on the policy of reforming salary policy, the Government reported to the National Assembly a number of solutions to implement the adjustment of salary, pension, social insurance allowance, preferential allowance for meritorious people and social allowance according to "a roadmap, step by step, reasonable, cautious, certain; ensuring feasibility, efficiency, and affordability of the state budget".

Therefore, the Government proposes that during the time when the conditions for abolishing the basic salary and salary coefficient are not yet met, the solution to increase public sector salaries from July 1, 2024 with 3 contents should be implemented.

Firstly, adjust the basic salary from the current 1.8 million VND to 2.34 million VND/month (increase of 30%).

According to the calculation of the Ministry of Finance, when fully implementing the contents of public sector salary reform according to Resolution No. 27, the total salary fund increase (excluding bonuses) of cadres, civil servants and public employees is 30.6%.

Second, during the period when the conditions for implementing the 9 new allowances are not yet met, the current allowances will continue to be implemented; at the same time, the Government will be assigned to study and amend the allowance regime and some special regimes of the armed forces and of cadres, civil servants and public employees in some specialized sectors where unreasonable issues arise during the implementation process.

For some ministries and sectors that are proposing to have a job-based allowance regime, it is necessary to continue to clarify factors regarding preferential policies and working conditions to report to competent authorities for consideration and decision.

Third, implementing salaries and incomes for state administrative agencies and units that are currently applying special financial and income mechanisms. The Government assigned the Ministry of Finance to preside over and coordinate with relevant ministries and agencies to continue reviewing the entire legal framework to submit to competent authorities for consideration and decision on amending or abolishing the special financial and income mechanisms of agencies and units that are being implemented appropriately.

During the period of not being amended or abolished, from July 1, 2024, the monthly salary and additional income will be calculated based on the basic salary of VND 2.34 million/month according to a special mechanism ensuring that it does not exceed the salary and additional income received in June 2024 (excluding the salary and additional income due to adjustment of the salary coefficient of the salary scale and grade when upgrading the grade or grade).

In case of calculation according to the above principle, if the salary and income increase from July 1, 2024 according to the special mechanism is lower than the salary according to general regulations, the salary regime according to general regulations will be implemented.

According to the Minister of Home Affairs, the adjustment of the basic salary to 30% is the highest increase since the country's founding; contributing to improving the lives of salary earners and beneficiaries of policies and regimes related to the basic salary; at the same time, contributing to social progress and justice, ensuring socio-political stability; contributing to promoting socio-economic growth and development.

In addition, maintaining the current allowance is also to ensure the rights of civil servants, public employees, and workers; especially teachers and a few sectors that are receiving seniority allowances and some other special allowances will continue to receive them as per current regulations.

These are great efforts of the Government in implementing Resolution 27 of the Central Committee to contribute to improving the lives of wage earners and beneficiaries of allowances, subsidies and support policies associated with the basic salary level.

Complete many key tasks well

Minister Pham Thi Thanh Tra affirmed that, with the motto of action "Discipline, exemplary, professional, effective", since the beginning of the year, the Ministry of Home Affairs has always promoted the spirit of proactiveness, actively and resolutely implementing the tasks assigned by competent authorities in the direction of attaching the responsibility of the head and institutionalizing each individual in advising and implementing tasks.

The Ministry has done a good job in building and perfecting institutions, proposing amendments and supplements to many important policies to remove difficulties and obstacles, clear bottlenecks in the process of organizing and implementing legal policies in the Home Affairs sector and achieving many outstanding results.

Notably, continuing to reorganize the State administrative apparatus and restructure public service units, the Ministry has proactively coordinated with ministries and branches to conduct surveys and develop plans to reorganize units under the management of ministries and ministerial-level agencies, striving to achieve the goal of reorganizing 140 units by September 2024; submitted to the Government for promulgation Resolution No. 38/NQ-CP dated April 2, 2024 on continuing to innovate the organization and management system, improving the quality and efficiency of public service units.

The Ministry of Home Affairs also proactively urged localities to urgently develop a project to rearrange district and commune-level administrative units for the 2023-2025 period, with 54/54 provinces and cities having completed the overall plan (at the district level, there are 49 administrative units to be rearranged, after the rearrangement, it is expected to reduce 12 units and at the commune level, there are 1,247 administrative units to be rearranged, after the rearrangement, it is expected to reduce 624 units). Of which, up to this point, 18/54 provinces and cities subject to rearrangement have sent dossiers for appraisal.

According to the leader of the Ministry of Home Affairs, in the process of implementing the arrangement, difficulties and problems have arisen regarding urban classification, standards of administrative units, classification of administrative units and implementation costs. The Ministry has promptly coordinated with relevant ministries and branches to advise the Government to report to the National Assembly Standing Committee for consideration and issuance of the Resolution according to its authority so that localities have a legal basis to ensure the set progress (before September 30, 2024).
