The State Treasury is proactive and responsible in performing payment tasks.
Implementing the direction of the Politburo in Conclusion No. 195-KL/TW dated September 26, 2025 on completing the payment of early retirement benefits according to Decree 178/2024/ND-CP before October 15, 2025, the State Treasury system has mobilized all human resources and proactively implemented many synchronous and drastic solutions to ensure payment to the right subjects, in accordance with regulations and safely.
As the "accountant of the State Budget", the State Treasury is the final step in the payment and disbursement process. According to the State Budget Law, payment can only be made when three conditions are met: there is an assigned budget; the payment documents and vouchers are valid and legal; and the budget-using unit has opened an account at the State Treasury.
After meeting these conditions, the State Treasury will check and process the documents according to the provisions of Decree No. 11/2020/ND-CP and Circular No. 17/2024/TT-BTC. Thanks to the application of online public services (DVCTT), most regular expenditure records are processed within the working day, ensuring speed, transparency and accuracy.
To date, 100% of budget spending units (except for the security and defense sectors) have conducted transactions on DVCTT, accounting for 99.5% of the total number of payment records. Units highly appreciate the service quality, sense of responsibility and dedication of the State Treasury system, showing the clear effectiveness of the digital transformation process in treasury operations.
Synchronous, flexible solutions, ensuring payment progress
Faced with urgent progress requirements, the State Treasury system has deployed a series of specific solutions, demonstrating a proactive, flexible and decisive spirit.
Firstly, mobilize the entire system to work during holidays and weekends. Following the direction of the Politburo in Conclusions No. 183-KL/TW and 195-KL/TW, the State Treasury issued Official Dispatch No. 09/CD-KBNN dated August 29, 2025 and Official Dispatch No. 17/CD-KBNN dated October 2, 2025, requesting units to arrange staff to work during the National Day holiday of September 2 and weekends (October 11 and 12, 2025). This is a testament to the spirit of urgency and readiness, for the goal of completing the payment of benefits on time.
Second, proactively advise and resolve legal problems. The State Treasury has proposed that the Ministry of Finance issue Official Dispatch No. 15041/BTC-KTN dated September 27, 2025 guiding the implementation of Decree 178, and coordinate with the Ministry of Home Affairs to clarify remaining issues, helping the payment process to be consistent and in accordance with the law.
Third, complete 100% of the opening of spending accounts at the State Treasury. As of October 7, 2025, all commune-level budget-using units nationwide have completed opening accounts at the State Treasury, creating favorable conditions for payment, salary payment and regimes for employees, including those subject to Decree 178.
Fourth, promote administrative procedure reform and process digitization. The State Treasury continues to submit to competent authorities to issue a decree replacing Decree 11/2020/ND-CP, aiming to shorten the processing time for regular expenditures to a maximum of 1 working day, while reducing 84% of the dossier components.
For investment expenditure, in accordance with Decree No. 254/2025/ND-CP, administrative procedures are reduced by 70% of records and documents, contributing to simplifying the process and improving capital disbursement efficiency.
According to the report of the Ministry of Home Affairs, as of 12:00 on October 9, 2025, there were still 14,496 people with retirement decisions under Decree 178 who had not been paid because some units had just been granted additional budget estimates. Relevant agencies are urgently completing the documents and transferring them to the State Treasury for the earliest payment.
As the final implementing unit, payment operations are only implemented when the complete list of subjects and estimates are entered into the TABMIS system. Currently, Treasury units are still arranging staff to work during holidays to support budget-using units, from entering estimates to making payments.
The State Treasury has also reported to the Ministry of Finance to synthesize the situation, and closely follow the Government's direction to ensure 100% completion of payment of regime 178 to the right subjects, in accordance with regulations, and on time.
With the strong direction of the Government and the Ministry of Finance, and the close coordination between ministries, branches, and localities, the State Treasury system is making every effort to ensure progress. These efforts not only contribute to ensuring the legitimate rights of workers but also strengthen people's trust in the policies of the Party and the State.
