Speed up site clearance for nuclear power plant projects

On the afternoon of July 18, Mr. Trinh Minh Hoang - Vice Chairman of Khanh Hoa Provincial People's Committee chaired a meeting to listen to reports on the implementation of site clearance for the Ninh Thuan 1 Nuclear Power Plant Project (Phuoc Dinh Commune) and Ninh Thuan 2 (Vinh Hai Commune). The meeting was held in both direct and online form with the two localities implementing the project, Phuoc Dinh Commune and Vinh Hai Commune.

Vice Chairman of the Provincial People's Committee Trinh Minh Hoang chaired the meeting.

According to Decision No. 794 dated June 8, 2015 of the Prime Minister on approving the resettlement project of nuclear power plant projects in Ninh Thuan , the total land area recovered to implement the 2 nuclear power plant projects Ninh Thuan 1 and Ninh Thuan 2 is more than 1,279.5 hectares/1,288 affected households. Through the actual review of localities, the total land area recovered to implement these 2 projects is more than 1,130.4 hectares/1,153 affected households. Up to now, relevant agencies and units have completed the inventory work, are verifying the origin of the land, resolving land and property disputes for the areas where 2 nuclear power plants will be built, the resettlement areas of the 2 plants, and the renovation area of the existing residential area of Ninh Thuan 2 Nuclear Power Plant. As for the resettlement area, the inventory work has been completed and specific land prices have been approved to calculate compensation...

Meeting scene.

At the meeting, localities reported some difficulties related to the legal basis for implementing the two projects; some contents regarding the total investment, time and implementation roadmap are no longer suitable; the lack of consistency between legal regulations related to the radius of the residential restricted area around the factory; difficulties in human resources for site clearance.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Trinh Minh Hoang requested the leaders of the two localities to clearly understand the province's directive documents to unify the implementation of these two projects. Relevant agencies must promptly hand over the documents to the two localities to have a basis for continued implementation. Regarding the scope of land acquisition, while waiting for the Government's direction, the two localities will still implement according to the previous decision of the Prime Minister. The leaders of the two communes must carefully check the origin of the land in the project implementation area; focus on speeding up the inventory and listing of the land area of the households whose land is acquired; and in August, the procedures must be completed to be eligible to pay the people.

Regarding human resources, Mr. Trinh Minh Hoang assigned the Department of Agriculture and Environment to increase specialized staff in Phuoc Dinh and Vinh Hai communes to carry out site clearance work.
