Focus on creating local jobs
According to statistics from the Department of Home Affairs, the province currently has over 3 million people of working age, of which nearly 70% live in rural areas. Every year, tens of thousands of people enter the working age. Meanwhile, the agricultural sector, which used to be considered a place to attract and create jobs for many workers, is now shrinking in terms of labor scale due to the process of field mechanization, application of science and technology, development of smart agriculture, and economic restructuring. In addition, the labor force in rural areas is quite large, but most of them have limited skills; trained workers are limited, small-scale and fragmented production habits are still common... Meanwhile, the province's investment attraction trend prioritizes high-tech industries. These factors have created great pressure on job creation for rural workers.
In recent years, the predecessor provinces (Ninh Binh, Nam Dinh , Ha Nam) have had many policies and solutions to create jobs for workers, especially workers in rural areas. Many programs and projects to develop agricultural production, build advanced and model new rural areas, support craft villages, restore traditional occupations, provide vocational training for rural workers, etc. have contributed to creating more jobs and income for people. Industrial zones, clusters, and enterprises investing in the area also open up great opportunities for rural workers to change jobs and access modern production models. After the merger of the province, with the two-level local government model, the scale of the area has expanded, the requirements for socio-economic development are increasingly high, opening up many opportunities for the rural labor market; at the same time, placing increasingly high demands on workers.
Faced with that situation, the Provincial Party Committee and People's Committees of Nam Dinh, Ninh Binh, Ha Nam (old) provinces and the new Ninh Binh province have directed sectors, unions, units and localities to synchronously implement solutions: Promote vocational training, propaganda, consulting, job introduction, connecting labor supply and demand, supporting loans for investment in production and business development, attracting investment... to increase employment opportunities for workers.

Identifying the important role of information and propaganda work to create consensus in job creation for rural workers, implementing the direction of the province, functional branches, mass organizations and localities to promote propaganda on policies and guidelines to support job creation of the Party, State and province for all subjects; on labor export, vocational training, job introduction for rural workers; rights and obligations of workers in vocational training, self-employment, income increase, family economic development...
Localities continue to effectively implement the sustainable employment support project under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, creating jobs associated with vocational training for rural workers in the area. Collect basic information on the labor, employment, unemployment status of workers, and the labor use status to update the database system, as a basis for planning employment policies and developing human resources in accordance with the requirements of the local labor market; provide advice and introduce jobs to workers according to their wishes. Provincial employment service centers maintain regular job fairs and increase mobile fairs; connect businesses and workers directly, helping rural workers find suitable jobs.
In particular, in recent times, the province has focused on developing industrial parks and industrial clusters in rural areas, expanding organic agriculture models, community tourism, homestay services, and traditional craft villages, helping workers have more job opportunities right in their hometowns. In addition, the work of sending workers to work abroad continues to be focused on promoting traditional markets and high-income markets. Since the beginning of 2025, the Provincial People's Committee has signed 5 cooperation agreements on seasonal labor in the agricultural sector with the provinces of Jeju, Jeollabuk, Gyeongsangbuk, and Chungcheonam (Korea), creating high-income job opportunities for workers.
Towards sustainable employment goals
With practical and synchronous solutions, the province's job creation for rural workers has achieved positive results. In the first 8 months of 2025, the whole province created new jobs for over 53,000 workers; of which, over 70% were rural workers and nearly 4,800 people went to work abroad for a limited period under contracts.
In addition to the achieved results, the work of creating jobs for rural workers still faces many problems such as: the rate of trained workers with degrees and certificates is still low; a large number of young workers lack soft skills (foreign languages, information technology, industrial style, teamwork skills...) so they have difficulty accessing modern jobs. Preferential credit capital for job creation for workers has not met the demand.
Therefore, to accelerate and move towards the goal of solving employment for rural workers in a sustainable manner, the province has directed to promote administrative reform, create a favorable environment to attract investment, form many industrial parks, clusters, tourist areas, services... In addition, strengthen linkage and cooperation in vocational training, vocational training associated with the needs of enterprises; focus on high-tech fields, tourism services, health care, information technology. Foster soft skills, labor discipline, improve the adaptability of workers in the industrial working environment; promote the connection between labor supply and demand, build a modern job exchange, and connect data with provinces and cities across the country. At the same time, strengthen management and protect the legitimate rights of workers working abroad for a limited period of time; support preferential capital for start-up workers, create jobs for workers; promote digital transformation in rural areas... create favorable conditions for rural workers to have jobs and stable income
