Immediately after the project received investment approval from the Prime Minister and Quang Ninh province began preparatory steps, the localities through which the railway line passes (Mao Khe, Hoang Que, Yen Tu, Uong Bi, Dong Mai, Ha An, Tuan Chau) promptly established steering committees and working groups for land clearance; at the same time, they organized a review of the current status of land, assets, and residents within the affected area.

According to reports from local authorities, the Hanoi-Quang Ninh high-speed railway line passes through many residential areas, agricultural land, and technical infrastructure projects, requiring a large volume of land surveying and verification. The total area of land to be acquired is approximately 273.13 hectares, affecting about 1,841 organizations and households.
Hoang Que Ward has a 10km long route affecting 798 households – the highest number among the 7 localities in the province with the high-speed railway line passing through. To address the large volume of work, Hoang Que Ward organized dialogues and provided information on compensation and resettlement support mechanisms and policies for affected households. Opinions expressed at the dialogues showed agreement and support for the high-speed railway project; they also made suggestions and proposals regarding land clearance, such as resettlement arrangements, support for stabilizing livelihoods, and solutions for handling agricultural land affected by the project.
Mr. Doan Xuan Nam, Party Secretary and Head of Yen Khanh area, Hoang Que ward, said: "The people are very supportive of the implementation of the Hanoi - Quang Ninh high-speed railway project and are ready to create favorable conditions to hand over clean land to the investor. The people want the most suitable policy mechanism, with the new housing being more convenient and beautiful than their old homes."

Faced with a large volume of inventory work and limited human resources, Hoang Que ward hired a consulting firm to implement the land clearance process. The ward's view is that the work must be done quickly but also in accordance with the law, openly and transparently.
In Dong Mai ward, the high-speed railway project, with a section over 14km long passing through the ward, requires the acquisition of 45 hectares of land, affecting 475 households. Of these, more than 100 households need to be relocated – the highest number among the seven localities where the project passes through. Dong Mai ward has directed the Service Supply Center to establish working groups to carry out the land survey; proactively reviewing and preparing land for resettlement for people affected by the project.
Mr. Vu Ngoc Hung, Chairman of the People's Committee of Dong Mai Ward, said: "We consider this a key project, of special importance to the province's development, so the locality is focusing its utmost efforts on land clearance. Each residential group and neighborhood has been assigned a responsible officer to understand the thoughts and aspirations of the people."
According to local assessments, the biggest advantage currently is that the majority of people are well aware of the significance of the high-speed railway line for socio -economic development and improved regional connectivity. However, difficulties remain due to the large volume of work, involving various types of land and assets on the land; some areas have incomplete land records or may experience land disputes. Currently, seven localities through which the railway line passes have surveyed approximately 100 hectares, reaching 37% of the total area.
Mr. Nguyen Minh Son, Director of the Department of Agriculture and Environment of the province, and a Standing Member of the Task Force under Decision No. 1300/QD-UBND dated April 15, 2026 of the Provincial People's Committee, stated: The land clearance volume for the project is very large, requiring close coordination between the investor, the locality, and the people. The goal is to ensure both the project's progress and the legitimate rights of the affected people.
Following the direction of the Provincial People's Committee, land clearance for the Hanoi - Quang Ninh high-speed railway line must be implemented in a proactive manner, creating conditions for the project to be constructed according to schedule.
The province requested that localities continue to strengthen communication and direct dialogue with the people; publicly disclose compensation and resettlement support plans; and definitively resolve outstanding issues regarding land records and land use origins. At the same time, relevant departments and agencies were tasked with coordinating to overcome difficulties in determining land prices, allocating resettlement land, and completing infrastructure in resettlement areas before relocating residents.
