The Vung Ang 2 Thermal Power Plant Project is being invested in and constructed in the Vung Ang Economic Zone with a total investment of 2.2 billion USD, under the BOT form, with the investor being Vung Ang II Thermal Power Company Limited (VAPCO).
This is the largest and most technologically advanced coal-fired thermal power plant in Vietnam with 2 generators (total capacity of 1,330 MW).

Construction started in November 2021 and has now reached over 99% of the volume of the Vung Ang II Thermal Power Plant project. Currently, more than 1,000 engineers and highly skilled workers of the joint venture of contractors (Doosan Heavy Industry and Construction Co., Ltd., Samsung C&T Group and Pacific Group Corporation) are focusing on completing the final items to soon put the plant into commercial operation.
According to Mr. Hoang Trong Binh - Deputy General Director of Vung Ang II Thermal Power Company Limited: Unit 1 has been successfully tested and currently the contractors are completing Unit 2 to put it into trial operation. Vung Ang II Thermal Power Plant uses "ultra supercritical" (USC) boiler technology - which is considered by experts to be the most modern technology for coal-fired thermal power plants in Vietnam. With this technology, when the plant goes into operation, it will reduce fuel consumption, leading to emissions reduction.
The investor is focusing all resources, speeding up the construction progress to put the factory into commercial operation as soon as possible, contributing to Ha Tinh's economic growth. Accordingly, when put into operation, the factory is expected to contribute about 7.8 billion kWh/year, helping to reduce pressure on the national grid.

At this time, Vu Quang Hydropower Joint Stock Company is directing the contractor to take full advantage of favorable conditions to connect the Vu Quang Hydropower Plant project (located in Vu Quang town) to the national grid in the early third quarter of 2025.
Mr. Dong Van Truong - Deputy General Director of Vu Quang Hydropower Joint Stock Company said: "The project will be implemented from January 2024 with a capacity of 4.8 MWp, a total investment of 176 billion VND, invested by Vu Quang Hydropower Joint Stock Company. Up to now, the project has completed over 95% of the construction volume. Accordingly, the construction of the factory has been completed, waiting for equipment imported from India to install turbines - generators, and put the generator into test run. When completed and put into operation, the project will supply the national power system with about 12.52 million kWh per year, contributing to ensuring national energy security".

At this time, HBRE Ha Tinh Wind Power Joint Stock Company is also coordinating with relevant sectors and units to implement steps to invest in HBRE Ha Tinh Wind Power Farm in Ky Anh town. This is a group A project, a level I energy project, with a capacity of 120 MW, including 19 wind turbines, each turbine 6.25-6.5 MW, when put into commercial operation, it will contribute about 350 million kWh/year.
According to the representative of HBRE Ha Tinh Wind Power Joint Stock Company, the project has a total investment of about 4,286 billion VND. To date, the investor has completed all legal work in the project development phase; is submitting for appraisal and adjustment of the project investment feasibility study report, moving towards establishing and appraising the technical design and completing related procedures and documents. According to the plan, the plant will be put into operation from the second quarter of 2026, contributing more renewable energy sources to the country in the era of development.
Mr. Le Duc Hung - Head of Energy Management Department, Ha Tinh Department of Industry and Trade said: “Based on the responsibilities and tasks, in the past, the Department of Industry and Trade has presided over and coordinated the inspection of construction progress and quality management of works and power plant investment projects in the area. In the coming time, we will continue to monitor, direct and support the investor to accelerate the construction progress and complete the Vung Ang II Thermal Power Plant project; accelerate the progress of Vu Quang Hydropower Plant in conjunction with ensuring the operation and safety of dams and hydropower reservoirs. Along with that, coordinate and direct the acceleration of the completion of related documents and procedures so that the investor can soon implement the construction of the HBRE Ha Tinh Wind Farm project.
According to the plan, Vung Ang II Thermal Power Plant is expected to put Unit 1 into operation by the end of June 2025 and Unit 2 in the fourth quarter of 2025; Vu Quang Hydropower Plant is expected to operate commercially in the third quarter of 2025. These positive signals will open up sustainable development prospects for Ha Tinh province's industry in the coming period."

According to the Department of Industry and Trade, Ha Tinh currently has three types of electricity production: thermal power, hydropower and solar power with an annual output of nearly 10 billion kWh.
In the future, when the Vung Ang II Thermal Power Plant, Vu Quang Hydropower Plant and HBRE Ha Tinh Wind Farm come into operation, Ha Tinh's electricity production will increase to over 18 billion kWh/year.
