Increase the proportion of processing and manufacturing industry

Over the past 3 years, the world and regional situation has changed rapidly, complicatedly and unpredictably; the prolonged Covid-19 pandemic has caused serious consequences; strategic competition between major countries has become increasingly fierce... greatly affecting industries and fields. Along with implementing many economic recovery solutions, the province has identified the coal, electricity and processing and manufacturing industries as pillars in economic growth and budget revenue.

Accordingly, the province has stepped up the implementation of Resolution No. 01-NQ/TU (dated November 16, 2020) of the Provincial Party Committee on rapid and sustainable development of the processing and manufacturing industry in the 2021-2025 period, with a vision to 2030. Thereby, gradually creating a breakthrough in attracting new-generation foreign direct investment (FDI), rapidly increasing the contribution of high-tech processing and manufacturing industry to GRDP and budget revenue. At the same time, restructuring the tourism industry in line with the new context of the domestic and international tourist markets after the pandemic.

Identifying the coal, electricity and processing and manufacturing industries as pillars in economic growth and budget revenue, closely following the Resolution of the 15th Provincial Party Congress and Resolution No. 01-NQ/TU, the province focuses on removing difficulties for the coal industry to develop stably and increase maximum output to meet the coal demand of the economy; creating maximum conditions for the cement, electronics, textile, cooking oil, flour industries... to boost production, increase the number of products, connect and develop consumption markets and export goods. With drastic solutions, the proportion of the processing and manufacturing industry in the province's GRDP structure has increased gradually each year. In 2021, it accounted for 11.3%, in 2022, it accounted for 11.5%; It is expected that in 2023, it will account for 12.3%, an increase of 2.5% compared to 2020. The average growth rate of the processing and manufacturing industry in 2021-2022 will reach 23.6%/year, higher than the target of Resolution No. 01-NQ/TU (the Resolution is 17%/year). In the first 6 months of 2023 alone, it is estimated to increase by 12.4%. Investment capital attraction of the processing and manufacturing industry after 2 years of implementing Resolution No. 01-NQ/TU reached over 41,300 billion VND, of which FDI capital reached over 1.3 billion USD (reaching over 80% of the target set in the Resolution of 50,000 billion VND by 2025, an average of 10,000 billion VND/year).

Along with that, the spatial distribution, planning of economic zones, industrial parks, and investment attraction orientation to develop the processing and manufacturing industry are also clearly shown, initially forming a high-tech textile industrial chain, such as Texhong Hai Ha Industrial Park (phase 1); automobile manufacturing industrial chain in Viet Hung, Song Khoai, Dong Mai, Bac Tien Phong Industrial Parks; mechanical engineering, assembly of electrical and electronic equipment in Dong Mai Industrial Park, Song Khoai Industrial Park.

The province has promoted the high-tech industry, electronics industry, clean technology, initially attracting a number of large investors and corporations with capacity, experience and research to invest in the area, such as: TCL Group, Foxconn, Jinko Solar...

The mining industry continues to play an important role in the province's economic structure. The total clean coal output in the 3 years (2021-2023) is estimated at 135.56 million tons. However, to be consistent with the roadmap for growth model innovation and the transformation of the province's development method from "brown" to "green", the proportion of the mining industry in GRDP will gradually decrease from 21.3% (in 2015) to 18.3% (in 2022), gradually realizing the roadmap to end open-pit coal mining according to the plan. However, the contribution to domestic revenue of the coal industry still accounts for a large proportion (in 2020 it is 39.1%, in 2021 it is 36.7%, in 2022 it is 40.9%).

The electricity production industry in the province has also developed. Up to now, the province has the Quang Ninh LNG Power Plant - this is the first power project using imported liquefied natural gas (LNG) in the North, with a capacity of up to 1,500 MW, this project plays an important role in the development of the electricity industry, creating opportunities to develop other industries, especially the liquefied gas industry. From 2020 to now, the electricity production output has decreased, estimated at 87.4 billion kWh, an average decrease of 1.01% / year. The main reason is determined that there are no new power plants put into operation in the province; the demand for mobilizing the capacity of the grid system gives priority to renewable energy sources (wind, solar, hydropower) ... However, Quang Ninh is still a locality with high electricity production output.

The processing and manufacturing industry is increasingly affirming itself as an important industry and one of the main pillars of the province's economy; making an important contribution to local economic development. The average growth rate of gross regional domestic product (GRDP) in the province in the period of 2021-2023 is estimated to increase by 10.4%/year (higher than the average annual growth rate according to the Resolution of the 15th Provincial Congress). The economic structure is expected to reach 49.8% by the end of 2023 (compared to 2020), the industrial - construction sector will reach 49.8% (up 0.7%); services and product rental will reach 45.5% (up 1.16%). The total social investment capital in the period of 2021-2023 is estimated at 294,058 billion VND, with an average increase of 10.2%/year during this period (exceeding the target set by the Resolution of the 15th Provincial Congress)...
