Over the two days of the 23rd Session of the 14th Provincial People's Council, with a spirit of frankness, responsibility, and high intellectual focus, the provincial People's Council delegates devoted considerable time to evaluating, discussing, and deciding on many important issues for the province in 2025. The session attracted widespread attention from voters and the people of the province, who placed high expectations on the decisions that were adopted.
100 minutes of quality
The question-and-answer session at the 23rd session – the mid-year regular session of the 14th Provincial People's Council – lasted 100 minutes. Although the time was short, the content of the questions and answers was assessed by the provincial People's Council delegates and voters as focused and of high quality.
During the questioning session, seven provincial People's Council delegates questioned the heads of two ministries: Information and Communications, and Natural Resources and Environment, on three issues: promoting comprehensive digital transformation; issuing adjusted land price lists; and allocating areas for marine aquaculture.
Delegates agreed that digital transformation is an inevitable trend and a central, overarching task in all activities of agencies, organizations, and businesses. The province has issued resolutions and plans on implementing digital transformation. However, in the context of the new situation with increasingly high demands, it is predicted that some aspects of Quang Ninh's digital transformation risk falling behind the national digital transformation effort. Delegates requested the Director of the Department of Information and Communications to clarify the advisory work on digital transformation tasks as well as the results achieved to date; and to address the overload and delays of the e-government system at all levels…
In response to this issue, the Director of the Department of Information and Communications clearly outlined the achievements in implementing digital transformation and pointed out existing shortcomings and limitations, as well as their causes. At the same time, he frankly acknowledged responsibility for the remaining limitations, especially in the administrative procedure processing system, which has not always been convenient and has occasionally experienced errors, affecting citizens and businesses when participating in administrative procedures. Based on this, he made commitments to overcome these shortcomings and proposed solutions to promote digital transformation in the future.
One of the issues that attracted the attention of delegates and voters was the issuance of the adjusted land price list. Currently, the people are awaiting the issuance of the adjusted land price list to resolve administrative procedures related to financial obligations concerning land, serving as a basis for carrying out land transfer transactions, land use conversion, and related transactions. However, nearly four months have passed and the adjusted land price list has still not been issued. Delegates of the Provincial People's Council requested the Director of the Department of Natural Resources and Environment to explain the reasons for the delay and when the adjusted land price list will be issued to alleviate difficulties for the people and organizations in the area in carrying out transactions related to financial obligations concerning land.
Responding to questions on this matter, the Director of the Department of Natural Resources and Environment stated: The Department is currently working urgently with the People's Committees of districts, towns, and cities in the province to develop a plan to adjust the land price list. They also committed to advising the Provincial People's Committee to issue the revised plan before December 15th.
Regarding the question about the allocation of marine aquaculture areas, delegates noted that the progress of allocating these areas is very slow and has not met the province's resolution targets. Especially after Typhoon No. 3 ( Yagi ), voters and the public are very concerned about the allocation of marine areas to quickly restore and develop aquaculture production at sea. In response, the Director of the Department of Natural Resources and Environment only provided specific results regarding the allocation of marine areas to organizations and individuals; some difficulties and obstacles affecting the progress of the allocation; and solutions to accelerate the process, but did not provide a specific timeframe for completion.
The chairman of the meeting stated that the recent Typhoon No. 3 caused damage, losses, and heartbreak to the people engaged in marine farming and aquaculture in Quang Ninh. People are facing many difficulties and obstacles due to the lack of assigned fishing grounds. He requested that the Provincial People's Committee pay attention to and direct a clear assessment and specific progress report on the assignment of fishing grounds, especially in areas under the jurisdiction of the local authorities and the province.
The questioning session took place in a democratic, frank, and responsible atmosphere. Provincial People's Council delegates demonstrated a high sense of responsibility, carefully studying the reports and asking questions about issues of concern to voters and the public. Those questioned generally answered directly and committed to solutions. Based on the content of the answers and commitments from the heads of departments, agencies, and units, the session chairman requested the leaders of the Provincial People's Committee to explain and clarify the issues that delegates and voters were still concerned about. At the same time, the session clearly concluded on the responsibilities of each collective and individual, and outlined a roadmap and timeline for resolving the issues of concern to the delegates.
Suggestions for a successful 2025
The discussions at the session, both in committees and in the plenary hall, were serious and lively, with 75 opinions contributed, including 63 in committees and 12 in the plenary hall. Delegates demonstrated frankness, intelligence, and responsibility in evaluating the achievements, identifying the causes, shortcomings, and limitations in the implementation of tasks in 2024; and proposing numerous solutions to successfully achieve the targets and tasks for 2025 and maintain the growth momentum.
The majority of opinions agreed with the report assessing the results of the socio-economic tasks in 2024. At the same time, they expressed the view that some shortcomings and limitations need clarification, as they have been slow to be addressed and have not received decisive action from competent authorities, such as: the licensing of earth mines for leveling purposes in transportation projects, industrial parks, and urban areas; planning and handling of administrative procedures for industrial park projects and secondary industrial park projects; the increase in traffic accidents and labor accidents; the low percentage of people of working age participating in social insurance, while the trend of people withdrawing social insurance in a lump sum is increasing…
Delegates unanimously agreed with the goals, targets, tasks, and solutions set forth by the Provincial Party Committee in Resolution No. 31-NQ/TU (dated December 2, 2024). To ensure the successful completion of the goals and tasks in 2025, delegates believe that more decisive solutions are needed. For example: In the economic and budgetary sector, fundamental solutions (input factors, economic pillars, etc.) are necessary to achieve the 12% GRDP target; solutions for disbursing public investment capital from the beginning of the year, clearly identifying bottlenecks at each stage and step to develop specific solutions; decisive action to address projects that have received land allocation decisions but lack land prices; and decisive measures to achieve the target for urban waste collection rates. Solutions to combat flooding in some urban areas of Ha Long, Quang Yen, etc. Along with that, solutions are needed to create breakthroughs in tourism development such as planning, attracting investment, developing more tourism products in Bai Tu Long Bay (overnight stays), and the coastal strip of Ha Long Bay; regional and sectoral linkages to build suitable tourism products, following a linked chain...
Delegate Nguyen Van Hoi, Head of the Provincial Party Committee's Mass Mobilization Department and Chairman of the Provincial Fatherland Front Committee, expressed strong agreement with the theme of the 2025 work plan, focusing on breakthroughs in socio-economic development to create momentum for development in the 2025-2030 period. The delegate stated that breakthroughs are necessary in each sector, field, and locality, selecting content and breakthrough areas appropriate to the practical situation of each agency, unit, and locality. Along with this, further breakthroughs are needed in the processing and manufacturing industry, in public investment, green industry, and in tourism, attracting high-quality tourists… At the same time, the reconstruction plan should be completed quickly, and further breakthroughs should be made in removing bottlenecks in the socio-economic development process. Consider including in the draft resolution on socio-economic development in 2025 a focus on launching emulation campaigns throughout the province to inspire confidence, creativity, and aspirations among cadres, Party members, and the people to work together to fulfill the tasks of 2025. This is a very important foundation for successfully implementing the tasks and developing the socio-economic sector in 2025 as well as in the subsequent period.
Besides heartfelt suggestions aimed at successfully achieving double-digit growth targets, delegates also proposed solutions to increase the rate of people participating in social insurance; solutions to raise the average per capita income for people in mountainous, border, and island areas; and to implement reforms and reorganize the political system's organizational structure to be "streamlined, strong, efficient, and effective," with accompanying support policies...
Ready to break through
Delivering a keynote address at the session, Comrade Vu Dai Thang, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, emphasized: 2025 is of special importance, the final year of the 2021-2025 five-year plan; a year of many important anniversaries of the Party, the country, and the nation; a year of holding Party congresses at all levels, the 16th Provincial Party Congress leading up to the 14th National Congress of the Party, ushering in a new era, an era of national progress. The global and regional situation is projected to remain complex and unpredictable; difficulties, challenges, opportunities, and advantages are intertwined, but difficulties and challenges outweigh them. In this context, the tasks ahead are extremely important, urgent, and arduous. The issues presented, discussed, considered, and decided upon at the Session are very significant and necessary matters, not only to ensure the stability, innovation, and development of the province in 2025, but also to determine the achievement of the goals and targets for the entire 2020-2025 period.
Under the close guidance of the Provincial Party Committee and the clear and specific direction of the Session Chairman, the delegates voted to approve 23 resolutions. These are all very important and necessary decisions to ensure the successful completion of socio-economic development tasks in 2025 – a year of special significance in achieving the goals and targets set out in the Resolution of the 15th Provincial Party Congress, term 2020-2025.
Voter Pham Thi Thu Ha (Zone 2, Trung Vuong Ward, Uong Bi City) shared: "After following the year-end session of the Provincial People's Council, I saw many important socio-economic issues of the province being seriously discussed, which shows the high level of commitment to creating breakthroughs in socio-economic development. I believe that with the close guidance of the province, the concerted efforts of the entire political system, and the consensus of the people, we will successfully achieve the goals and tasks set for the coming year."
In her closing remarks at the session, Comrade Vi Ngoc Bich, Standing Vice Chairman of the Provincial People's Council, urged the delegates of the Provincial People's Council to continue to uphold their sense of responsibility, effectively perform their functions and duties through concrete actions; maintain regular contact, listen to the thoughts and aspirations of voters and the people, and pay attention to conveying and reflecting the legitimate concerns of voters and the people; supervise the resolution of complaints, denunciations, and petitions from voters; and actively supervise the organization and implementation of resolutions of the People's Council, living up to the trust and expectations of voters and the people.
